Org. Setting and Reporting
This position is located in the Office of the Special Coordinator on improving the United Nations response to sexual exploitation and abuse (OSCSEA) in the United Nations Headquarters in New York. This Office supports the ongoing efforts of the Secretary-General and the leadership of United Nations offices, departments, funds and programmes, along with other Implementing Partners, to strengthen the UN’s response to sexual exploitation and abuse in peacekeeping, humanitarian, development and human rights sectors.
The incumbent reports through the Senior Political Affairs Officer (P5) to the Special Coordinator (USG). The position will support the advancement of UN’s work to meet its institutional accountabilities as well as contribute to strengthening UN systemwide and Inter-agency efforts on protection from sexual exploitation and abuse (PSEA).
This includes supporting the advancement of the Secretary General’s strategy set out in his report on special measures for protection from sexual exploitation and abuse: a new approach (A/71/818 (2017) through enhanced system-wide coordination of PSEA with relevant stakeholders, policy and programme development, advocacy, training and support to PSEA efforts in the field. The programme officer will be responsible for the planning, development and implementation of PSEA programmatic activities including, reviews and assessments, communication, capacity strengthening on PSEA, guidance, procedures and mechanisms.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:
- Develops, implements and evaluates assigned programmes/projects, aimed at advancing global protection from sexual exploitation and abuse efforts. etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Researches, analyzes and presents information gathered from diverse sources.
- Provides guidance and advice on gaps or inconsistencies in PSEA and safeguarding policies and coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations , assessments, or other research activities and studies; Organizes and prepares written outputs, e.g. public and oversight reporting, background papers, briefing notes for senior management, analysis, sections of reports, inter-agency policies or guidance, studies, inputs to publications, etc .
- Supports initiatives to enhance prevention, detection, reporting of and response to SEA including training, vetting, training, risk assessment and risk mitigation and provides guidance on addressing and reporting and responses to incidents. Provides substantive backstopping to meetings, workshops conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc. Initiates and coordinates outreach and capacity strengthening activities; conducts training workshops, seminars, townhalls etc.; makes presentations to enhance PSEA efforts and the UN system’s safeguarding approach.
- Raises awareness of PSEA issues among diverse audiences across the Humanitarian, Development and Peacekeeping (HDP) contexts (webinars, presentations, etc.) Leads and/or participates in field missions, including provision of training and guidance to stakeholders including external consultants, government officials and other parties and drafting mission specific guidance and training, etc.
- Coordinates activities related to budget funding (programme/project proposals and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Generates and supports survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
- Collects and analyzes SEA data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Collaborates closely with UN system entities and other actors through interagency coordination and relevant working groups and initiatives. May be required to lead such initiatives.
- Performs other duties as required.
Education
- An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, management, international law or related fields is required. A first-level or advanced degree (Bachelor’s or equivalent) in any field of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.
Work Experience
- A minimum of 7 years of progressively responsible experience in project or programme management capacity-building, or related area is required. A minimum of 5 years of experience in project or programme management or capacity-building in the area of protection from sexual exploitation and abuse (PSEA) is required. A minimum of 2 years of experience in developing PSEA guidance training is desirable. A minimum of 2 years of experience in PSEA or gender based violence (GBV) in the UN or similar international organization is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
