Org. Setting and Reporting
The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Minamata Convention on Mercury is a global treaty to protect human health and the environment from the adverse effects of mercury. The Convention was adopted in Kumamoto, Japan in 2013 and came into effect in 2017. The Secretariat of the Convention is administrated by UNEP. This post is located in the Secretariat of the Minamata Convention at the Geneva duty station. Under the overall supervision of the Executive Secretary and direct supervision of the Senior Coordination Officer, the incumbent will be responsible for the following duties:
Responsibilities
1. Leads the capacity building and technical assistance activities of the Minamata Convention Secretariat including: • Develops, implements and evaluates capacity building and technical assistance activities contained in the Programme of Work, monitors and analyzes secretariat activities development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties and ensures follow-up actions. • Performs consulting assignments, in collaboration with parties and all other stakeholders by planning facilitating workshops through other interactive sessions and assisting in developing and implementing activities with Parties and other stakeholders. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications. • Provides substantive backstopping to consultative and other meetings, conferences, including proposing agenda topics, identifying participants, preparation of documents and presentations. 2. Leads the capacity building and technical assistance support to State Parties to the Convention, including: • Initiates and coordinates outreach activities; conducts training, workshops, seminars; makes presentations on assigned topics/activities. • Leads and/or participates in missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. 3. Leads the work for the Specific International Programme, including the Governing Board to support capacity building and technical assistance, including: • Coordinate and manage Secretariat’s support to the Specific International Programme development to support capacity building and technical assistance. • Coordinate activities related to budget, funding project preparation, project review, progress reports, financial statements and other related documents/reports to support the Specific International Programme. 4. Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting 5. Provides support to the substantive preparations and convening of meetings of the Conference of the Parties of the Minamata Convention.

Education
An advanced university degree (Master’s or Doctorate degree, or equivalent) in natural science, economics, law, public or business administration, international or environmental or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of either degree or non-degree programmes in data analytics, business analytics or data science programmes is desirable.

Work Experience
A minimum of seven (7) years of progressively responsible experience in project or programme development and management and capacity building, in the area of the environment, including with developing countries is required. Experience in providing policy advice is required. Experience in developing and managing multi-national projects is desirable. Experience within the United Nations or similar international organizations is desirable. Experience in working with or within a Multilateral Environmental Agreement is desirable. Two (2) years or more of experience in data analytics or related area is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.

Appointment against this position is for an initial period of one (1) year and may be subject to extension.
