Org. Setting and Reporting

The position is located in the Human Rights Treaties Branch (HRTB), Human Rights Council and Treaty Mechanisms Division (HRCTMD) of the United Nations Office of the High Commissioner for Human Rights (OHCHR) based in Geneva, Switzerland. Under the general supervision of the Chief of the Anti-Torture, Capacity Building, Coordination, and Funds Section, The Programme Management Officer reports to the Secretary of the Humanitarian Funds Unit (UN Voluntary Trust Fund on Contemporary Forms of Slavery and UN Voluntary Fund for Victims of Torture).

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of assigned programmes/projects, notably for the management of Humanitarian Funds grants; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs research in collaboration with substantive and technical teams , by planning facilitating workshops, through other interactive sessions and assisting in developing of business and technical requirements and relevant action plans to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to governance, consultative and other meetings, conferences, notably the sessions of the Boards of Trustees, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Experience in human rights, humanitarian action or related field is required. Experience using Graphic design tools (Adobe illustrator, InDesign) is desirable. Experience in data management (Advanced Excel, SQL, Power Query, Power BI) and analytics is desirable. Experience working with project teams is desirable. Experience working with an Enterprise Resource Planning (ERP) System, such as Umoja, is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
