OBJECTIVES OF THE PROGRAMME

Support the organization of meetings related to WHE and other high-level policy meetings and managing the WHE Collaborative programmes. Technical and Financial monitoring of the workplans and collaborative work of the WHE. Organizing Independent evaluation of the impact and the effectiveness of WHE programmes.

DESCRIPTION OF DUTIES

  • Support the development and monitoring of General Programme of Work and preparation of biennial programme budget and other related matters, including preparing relevant communication to WHE Team Lead, as well as reporting at various high level meetings.
  • Provides technical support to the WHE Team Lead in operational planning and in implementing programme budget and. guidance to support staff, as required, in HR-related and activity work plans, programme changes, budget analysis, programme budgets, Operational planning etc.
  • Liaise with PME in the Regional Office to coordinate the programme budget activities, including budget ceilings, budget analysis exercises, etc., and support WHE unit in regional and global reviews of work plans during operational planning.
  • Follow-up on recommendations of internal/external audit teams related to planning and monitoring to ensure implementation.
  • Prepare SOPs and checklists for various operations of the WHE and monitor its effective use; serve as WHE focal point in emergency relief and disaster management operations.
  • Support the harmonization of work with other programmes, RO, HQ, National authorities, other UN agencies, various donors, private sector and civil societies.
  • Provide analytical inputs for financial and operational monitoring of implementation of programmes and prepare periodic reports for discussions in WHE’s meeting, recommending ways to accelerate implementation; assist in monitoring effective use of the human and financial resources of WHE.

REQUIRED QUALIFICATIONS

Education

  • Essential: University degree in Social Sciences, Public or Business Administration or related field.
  • Desirable: Training in general administration, project management or related field.

Experience

  • Essential: At least one year’s experience in general administration.
  • Desirable: Experience in WHO, other UN Agencies or in a large multi-national or international organization.

Skills

  • Thorough knowledge of WHO goals, policies, rules and regulations, structure and functions.
  • Knowledge of WHO’s programme planning, monitoring and evaluation process.
  • Excellent written and communication skills.
  • Very good interpersonal skills.
  • Demonstrated ability and skills to manage high profile and sensitive/classified information.

Use of Language Skills

  • Essential: Expert knowledge of English. Expert knowledge of Arabic.
