Org. Setting and Reporting
- The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions.

New strategic initiatives focus on improving the quality of evidence-based planning and foresight scenarios required to strengthen UNDSS response in the field and ensure continued programmatic delivery and support to UN organizations in complex emergencies and deteriorating security situations.
- The Operational Resilience Section’s (ORS) role is to improve DSS’ strategic results by improving the quality of outputs and enhancing alignment with UN program implementation, thus fostering stability, security, and progress towards the Sustainable Development Goals (SDG) and Sustained Peace agendas. ORS will pursue a proactive and data-led approach to develop and implement strategic change in DSS through innovative ideas, methods and technologies. ORS will redesign field and HQ processes to create a more effective, efficient, transparent and adaptable DSS operational framework, to ensure consistent and uninterrupted support to UN entities in their delivery of essential programmes to populations in need.
- ORS will implement DSS planning that is integrated with the UN programme planning, utilizing a results-based framework aligned to directly support the priorities articulated in all UN Country Teams’ plans in even the most challenging contexts. This temporary position is in the Resilience and Emergencies Service (RES), in the Office of the Under- Secretary-General for Safety and Security, based in New York and will report to the Senior Programme Management Officer, Operational Resilience Section (ORS).
- The Programme Management Officer, Strategic Innovation will lead on leveraging data analytics, emerging technologies, and collaborative approaches to enhance DSS’ ability to anticipate, prepare for, and respond to complex security challenges that impact UN operations globally thus fostering stability, security, and progress towards the Sustainable Development Goals (SDG) and Sustained Peace agendas. This position will report to the Senior Programme Officer, Operational Resilience Section (ORS).
Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties:
- Develops, processes and systems to leverage the use of data analytics and new technologies to strengthen decision making; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies and extracts insights from core business processes, including SRMs and security plans, internal data, and data acquired from outside sources; liaises with relevant parties; ensures follow-up actions.
- Performs consulting assignments, in collaboration with the client, by planning and facilitating workshops, through other interactive sessions and assists in identifying and monitoring relevant metrics and indicators DSS will use to manage the change.
- Researches, analyzes and presents information gathered from diverse sources.
- Coordinates policy development, including the review and analysis of issues and trends, to enhance DSS situational awareness, scenario planning and foresight capabilities to improve the development of DSS preparedness
- Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.
Education
- Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, social sciences or a related field is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Experience in planning, design, implementation, or review of risk management measures related to operations in complex settings is required. Experience in using applied analytics, business intelligence, or information management to advance decisions, strategies and execution is required. A minimum of three years of field experience working within the UN Common System or similar international organization or nongovernmental organization in a complex, conflict, post-conflict or natural disaster setting is desirable. Experience in planning and using programming instruments and policies within the UN Common System or similar international organization, including in the area of security planning and programming, is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another official United Nations language is desirable. Note: Fluency equals a rating of “fluent” in all four areas (speak, read, write and understand). Knowledge of equals a rating of “confident” or “fluent” in at least two of the four areas.

Duties and Accountabilities: i) Early Screening, Due Diligence, Portfolio supervision •  Lead or contribute to review of E&S issues/risks in new investments and select advisory engagements in multiple sectors (including infrastructure, manufacturing, services and agribusiness), and identification and development of risk mitigation measures and value-add solutions, including through transaction structuring, that support clients in addressing identified issues throughout IFC’s project cycle. •  Clear and proactive guidance to IFC investment teams on E&S risk management in project decision-making and processing throughout the investment cycle. •  When leading E&S assessments, ensure effective and efficient use of staff, consultants, and resources, ensuring the timely completion of deliverables. Provide guidance and support to team members. •  Proactively monitor portfolio clients and engage with clients and investment departments to achieve compliance with contractual E&S requirements. Clearly document and communicate any outstanding or emerging gaps between client performance and IFC requirements, and related risks to IFC. •  Support industry teams and clients in response to Compliance Advisor Ombudsman (CAO) and Independent Evaluation Group (IEG) requests, leading discussion with CAO and IEG officers. •  In coordination with industry and CEG advisory teams, build capacity with clients on E&S risk management, including clients’ monitoring and evaluation of E&S activities and outcomes. •  Contribute to portfolio analysis to identify systemic issues and assess trends, including any issues of policy nature and propose policy adjustments as needed. •  Contribute to regional supervision program reviews and periodic reports. ii) Upstream and Advisory Services •  On the basis of new business processing and portfolio analysis, help identify systemic bottlenecks existing in the market that prevent adequate E&S risk management in key markets.
