ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063. The mission will be guided by ECA’s five strategic directions which are advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues. This position is located in the Office of the Executive Secretary, at the Economic Commission for Africa (ECA), in Addis Ababa. The incumbent reports directly to the Chief of Staff.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties: • Assists the Chief of Staff in the day-to-day management and oversight of the Office of the Executive Secretary, with particular focus on programme support areas. • Reviews and monitors support services and undertake analysis on key administrative and operational areas as necessary. • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Researches, analyzes and presents information gathered from diverse sources. • Provides advice to the Chief of Staff on a wide range of administrative and management issues related to enhancing ECA’s brand, promoting a healthy workplace culture, ensuring accountability and improving operational effectiveness. • Prepares aide memoirs, memoranda and other substantive documents of a broad and complex nature, in coordination with Divisions to support the Office of the Executive Secretary at meetings, on missions and as required. • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Supports the Chief of Staff to monitor and review the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures. • Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources. • Provides substantive support on procurement, supply chain and contractual matters and obligations. • Provides advice and monitor follow up on executive decisions related to support activities including construction projects, facilities and asset management. • Provide substantive support towards the partnerships and resource mobilization activities, including support to the Chief of Staff in monitoring and reviewing progress on extrabudgetary activities. • Reviews and prepares annual reports, performance reports and strategic documents on operational issues. Produce major/complex reports for management. • Collects and analyses data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Supports and coordinates actions covering the entire span of human resource activities for the Office, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures. • Reviews post incumbency reports for purposes of vacancy management and staffing table control. • Provide advice to others on human resource administration, financial administration and management information issues and practices to colleagues. • Provides expert guidance and leadership to more junior staff. • Performs other related duties as required. • Performs other related work as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, finance, accounting, law, or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. 2 years or more of experience in data analytics or related area is desirable. Experience in administration, finance, accounting, human resources management or related field is desirable.
Languages
English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English or French is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
Assessment

United Nations Considerations
