Org. Setting and Reporting

This position is located in Suva, Fiji, and reports to the programme manager for activities delivered by the United Nations Trade and Development (UNCTAD) as part of the Pacific Digital Economy Programme (PDEP). Initiated in April 2021, the PDEP is jointly implemented by UNCTAD, the United Nations Capital Development Fund and the United Nations Development Programme and will run until the end of 2025. Overall supervision is provided by the Chief of the Digital Economy Capacity Building Section, E-commerce and Digital Economy Branch, Division on Technology and Logistics, UNCTAD.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Participates in the development, implementation, monitoring and evaluation of UNCTAD’s regional and country-specific activities under the Pacific Digital Economy Programme including carrying out national assessments, designing national strategies, developing policy briefs and research reports, facilitating of capacity-building workshops and delivering technical assistance activities related to e-commerce and the digital economy.
  • Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Coordinates activities with global and regional partners including development organizations, intergovernmental organizations, donors, universities, research institutions, multilateral development banks and non-governmental organizations.
  • Builds and supports partnerships through regular interaction with stakeholders in the region.
  • Researches, analyzes and presents information gathered from diverse sources, with a particular focus on trade, e-commerce and the digital economy.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Plans and develops communication materials including information notes, press releases and social media posts related to inclusive digital economies.

Education

  • An advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. An advanced university degree in international trade is desirable. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Work experience in the field of trade, sustainable development or the digital economy is desirable. Work experience in the Pacific region is desirable.

Languages

  • For the post advertised, fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable.
