The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG is, in turn, assisted in this function by the Office of Investment Management (OIM). OIM manages a $95+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise of global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. This position is located in the Programme Administration Team of OIM. The incumbent reports to the Senior Programme Officer.

Responsibilities

Within delegated authority and under the guidance of the Senior Programme Officer, the Programme Officer (Change Management) will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of change management initiatives, as well as any related programme and/or project.; identifies the need for change management in the assigned areas; monitor and analyze development and implementation of change management initiatives; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Plans and facilitates workshops and team building exercises, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources on all aspects that concern change management.
  • Assists in developing guidelines and standard operating procedures on change management, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Prepares analyses, assessments and any other required written outputs, on change management including on needs, readiness, impact on staff and stakeholders, methodologies and applicable tools, risks and risks mitigation measures, development of adequate capacities and required training
  • Provides substantive support to consultative and other meetings, conferences on change management and other initiatives, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Provides input on the design of and supports the communications on change management; undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities; supports activities on expanding the change management capability across the organization, such as supporting the change agent network
  • Coordinates activities related to budget and funding for the team (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Prince2 certification is desirable. A change management certification is desirable.

Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of three years of experience in leading or coordinating organizational change management projects is required. Experience working with change advocates, such as Change Agent Networks is required. Experience in building knowledge and skills capability across the organization on change management principles in international organizations are desirable. Experience in managing cross functional issues and finding resolutions is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
