The Office of Counter-Terrorism (OCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact Task Force entities to ensure the balanced implementation of the four pillars of the United Nations Counter-Terrorism Strategy ; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. This position is located in the United Nations Counter-Terrorism Centre (UNCCT) within the Office for Counter-Terrorism (UNOCT), located in Madrid. The Programme Officer will serve within the Unit on Countering Terrorist Use of Weapons, in UNCCT’s Pillar II Section, and will report to the Head of the Unit, under the overall supervision of the Chief of the Section. The focus of this jobs is the implementation of UNCCT Programme on Countering Terrorist Use of Weapons (including weapons of mass destruction, chemical, biological, radiological and nuclear materials, small arms and light weapons, improvised explosive devices and unmanned aircraft systems) with a special focus on the projects dealing with the elimination of the supply of weapons to terrorists in line with the Security Council resolution 2370 (2017), both at the global and regional level, including Africa and Central Asia.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of assigned programmes/projects, relating to countering terrorist acquisition and use of weapons etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions, including funding opportunities .
  • Provides technical assistance and substantive advice to Member States on issues related to countering terrorist acquisition and use of weapons, including weapons of mass destruction, chemical, biological, radiological and nuclear materials, small arms and light weapons, improvised explosive devices and unmanned aircraft systems.
  • Performs consulting assignments, in collaboration with Member States, International Organization and UN entities, by planning facilitating capacity-building and awareness raising activities and high-level events.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to General Assembly and Security Council resolutions, Secretary-General reports, USG/Senior Management statements and talking points on issues related to Countering Terrorist Use of Weapons.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management administration or related area is required. Three years of experience in working in the field of countering terrorists use of weapons, including prevention, preparedness and response is required. Experience working in Africa is desirable. Experience working in Central Asia is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Russian (both oral and written) is required. Knowledge of another official United Nations language is desirable.
