Org. Setting and Reporting
This position is located within the CBRN (chemical, biological, radiological, and nuclear) Risk Mitigation and Security Governance Unit of the United Nations Interregional Crime and Justice Research Institute (UNICRI) in Turin, Italy. The Programme Management Officer (CBRN Outreach) will work under the direct supervision of the Head of the CBRN Programme and the overall guidance of the Head of the CBRN Unit.
Responsibilities
Within assigned authority and in relations to the “CBRN Centres of Excellence” initiative (CBRN CoE initiative), implemented by UNICRI and funded by European Commission, the Programme Management Officer (CBRN Outreach) will coordinate the activities in the Middle East Region and provide substantive support to the coordination and implementation of outreach activities of the initiative. The incumbent will be responsible for the following specific duties:
- Develop and implement the project activities of the CBRN CoE initiative in the Middle East region; liaise with the representatives of partner countries, including the national focal points, the Head of the Middle East Regional Secretariat, appointed by the Government of Jordan and an on-site assistance expert, contracted by the EU, in relation to the implementation of the CBRN CoE initiative’s activities.
- Develop, implement and evaluate the outreach strategy of the CBRN CoE initiative with the European Commission and the External Action Service of the European Union; liaise with international stakeholders to support partner countries in addressing their needs; enhance the visibility of the CBRN Centres of Excellence.
- Perform consulting assignments, in collaboration with partner countries and international stakeholders, by planning and facilitating workshops, through interactive sessions and assisting in developing the action plan the client will use to manage the implementation of National and Regional Action Plans.
- Research, analyze and present information gathered from diverse sources; organize and prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provide substantive support to consultative and other meetings, conferences, etc., through proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Lead and/or participate in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Research and prepare documents on strategic priorities from Partner Countries and the international donors and partners community. Develop concept notes for spin-off projects. Set-up meetings with potential project partners and present project ideas and proposals to the donor community.
- Manage, guide, develop and train staff under his/her supervision.
- Initiate and coordinate the development of sustainability plans.
- Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Perform other work-related duties as required.
Education
- An advanced university degree (Master’s degree or equivalent) in criminology, law, international relations, political science or other relevant discipline is required. A first-level university degree in similar fields in combination with two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of seven years of progressively responsible professional experience in project or programme management in crime prevention, international security or a similar field is required. Work experience in supporting beneficiary countries in the area of CBRN risk mitigation is required. Work experience in the United Nations or similar international organization is desirable. Relevant work experience with counterparts in the Middle East is desirable. Work experience in outreach activities is desirable. Experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. Fluency in English and Arabic is required. Knowledge of another United Nations official language is an advantage.
