Org. Setting and Reporting
This position is located in the Office of the Under-Secretary-General, within the Office of Counter-Terrorism (UNOCT), at UN Headquarters in New York. The Programme Officer will report to the Chief of the Front Office under the overall supervision of the Chief of Office of the Under-Secretary-General (OUSG).

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 46 Counter-Terrorism Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and promotes the delivery of United Nations capacity building assistance to Member States.
Responsibilities
Within delegated authority, the incumbent will perform the following functions:

•Participates in the development, implementation, and evaluation of assigned projects undertaken by OUSG; monitors and analyzes the development and implementation of such assigned projects; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Monitors national and regional level political developments and maintains up-to-date knowledge of events relating to political issues, in general, and in particular as they affect the countries, regions and thematic mandates for which the staff member is responsible.
•Researches, analyzes, and presents information gathered from diverse sources.
•Assists in policy development, including the review and analysis of issues and trends, and consults with relevant staff within the office.
•Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
•Prepares analytical reports and written outputs on sensitive matters for senior management, e.g. draft background papers, concept notes, analysis, sections of reports and studies, inputs to publications, etc.
•Prepares briefing materials and talking points for senior officials as well as provides guidance and advice on assigned issues to senior management.
•Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Maintains contacts with other offices of the UN, international organizations, and governments on coordination and policy matters.
•Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

Knowledge and understanding of project management principles and practices. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Education
Advanced university degree (Master’s degree or equivalent) in political science, business administration, management, economics, law, public administration, international relations or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in project or programme management, political affairs, international relations, law, security, conflict resolution or related area is required.

Experience working on counter-terrorism and/or prevention of violent extremism as and when conducive to terrorism is required

Experience in drafting reports and briefing materials for high level officials is required.

Experience in providing advice to senior officials in international organizations is desirable.

Experience in policy formulation and organizational reform is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.
