Org. Setting and Reporting
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

UN-Habitat’s Division of External Relations, Strategy, Knowledge and Innovation Division (ERSKI) is responsible for strategic planning, programmatic direction and operationalization of UN-Habitat’s focal point role for the New Urban Agenda in the UN system and for coordination of Emergency Programmes. The Knowledge and Innovation Branch is located within ERSKI, and its overall role is to provide leadership and strategic guidance informed by evidenced emerging challenges and relevant trends and developments within the mandate of UN-Habitat. The branch also promotes strategic coalitions with knowledge and research entities.

UNITAC- Hamburg works with a variety of innovation, prototyping and applied research methodologies to develop innovative solutions that accelerate the achievement of Sustainable Development Goals (SDGs) related to cities and urbanization. These innovative solutions will be tested and scaled through UN-Habitat’s global network of country offices, local governments and other partners, including the private sector and the academia.

UNITAC-Hamburg is jointly implemented with the HafenCity University (HCU) of Hamburg and the United Nations Office of Information and Communications Technology (UN-OICT). The position’s function also works with the Branch lead by providing programme coordination support and also engages with the leads of partner organizations in the coordination support function.:

The position is located in the United Nations Innovation Technology Accelerator for Cities, based in Hamburg (UNITAC-Hamburg) within the Knowledge and Innovation Branch. The incumbent will have a dual reporting role i.e. to the Head of the Knowledge and Innovation Branch as the project where programme structures are firmly established and will also report to the Senior Programme officer in the UNITAC office to closely coordinate the established partnerships. Within delegated authority, the Programme Officer will be responsible for the following duties:
Responsibilities
• Provides support for the coordination, monitoring and analysis of programme/project development and implementation in line with UN-Habitat’s Strategic Plan 2020-2025; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources.
• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Supports the established partnership in implementing activities inline with the Agreement of Cooperation’s signed; identification and mobilization of potential new partners; liaises with relevant UN-Habitat offices to promote the UNITAC partnership to be included in key corporate processes
• Supports programme management, including in relation to workforce planning, consultant and institutional contracts; Agreements of Cooperation, MoUs and other relevant commitments; and monitoring and evaluation; Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports; programme management, including provision of support in the formulation of consultant and institutional contracts, including Agreements of Cooperation, and subsequent implementation, development of the programme budgets, etc.
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in social sciences, communications, development studies or a related field is required. A first-level university degree in combination with two (2) years of qualifying work experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

A minimum of five (5) years of progressively responsible experience in project or programme management, implementation administration or related area is required.

Experience in formulating UN work programmes and budget planning is required.

Experience in supporting coordination and partnerships of global initiatives and platforms in urban development is desirable.

Experience in mobilization and project coordination, teamwork is desirable.

Two (2) years or more of experience in data analytics or related area is desirable.
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
