Org. Setting and Reporting
The position is located in the Office of the Under-Secretary-General for Peace Operations (OUSG) in the Department of Peace Operations (DPO). The incumbent reports directly to the Political Affairs Officer for A4P project. DPO provides political and executive direction to UN Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. DPO also provides guidance and support of military, police, mine action and other relevant issues to other UN political and peacebuilding missions. Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:

• Participates in the development, implementation, evaluation and reporting on A4P; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Contributes to the drafting of reports, notes, background papers, talking points, code cables, speeches and other correspondence for senior UN officials, as required.
• Oversees qualitative and quantitative data collection and support analysis to inform products and policy inputs as required;
• Researches, analyzes and presents information gathered from diverse sources.
• Assists in policy development and learning, through the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Undertakes survey initiatives, including of perceptions as needed; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, presentation and infographics.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, and others tasks as needed.
• Undertakes outreach activities, conducts training workshops, seminars, etc. Provision of guidance and training to Headquarters and peacekeeping mission, including on matters such as data collection and the dissemination of assessment results on peacekeeping substantive issues.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Education
Advanced university degree (Master’s degree or equivalent) in international relations, business administration, management, policy evaluation, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

Experience designing and managing qualitative and quantitative assessment methodologies is required

Experience managing multi-stakeholder processes is required

Experience working with peace operations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
