The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support, and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions.
This post is located in the Strategic Partnerships and Policy Unit (SPPU) within the UNDSS Division of Partnerships and Specialized Support (DPSS). The incumbent will report to the Chief of SPPU. The role of SPPU includes, among others, coordinating the development of security management policy guidance of the United Nations Security Management System, serving as the secretariat for the Inter-Agency Security Management Network (IASMN), representing the Department in United Nations legislative bodies, and liaising with United Nations oversight bodies.

Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:
• Develops, implements and evaluates assigned security management policy programmes/projects; monitors and analyzes their development and implementation; reviews relevant documents and reports; and liaises with the IASMN and other relevant partners to ensures follow-up actions.
• Performs consulting assignments, in collaboration with the IASMN and other partners, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources on security management.
• Coordinates the development and updates of guidance in the UNSMS, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions related to United Nations security management.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, on United Nations security management aspects.
• Provides substantive backstopping to consultative and other meetings, conferences, to include proposing United Nations security management agenda topics, identifying participants, preparation of documents and presentations.
• Initiates and coordinates outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities on United Nations security management.
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, etc.) and prepares related documents/reports (work programme, programme budget, etc.).
• The incumbent may at times perform OiC functions.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, political and social sciences, or a related field. A first-level university degree in the specified fields of studies with two (2) additional years of relevant experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of seven years of progressively responsible experience in policy development, conference management, project or programme management or related area is required.
A minimum of three years of experience in policy development working closely with senior leadership in an advisory or executive role (in any organization) is required.
Prior experience with inter-agency consultations in the field of policy development is desirable.
Experience with security management, or other security-related disciplines with a United Nations agency, fund or programme, or with a major non-governmental organization of equivalent professional standards is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.
NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
