Org. Setting and Reporting
The position is related to the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction and to providing secretariat services until the Secretariat to be established under the Agreement commences its functions. The position is located in the Division for Ocean Affairs and the Law of the Sea of the Office of Legal Affairs of the United Nations . The incumbent reports to Senior Legal Officer .
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties: •Develops, implements and evaluates assigned projects, etc.; monitors and analyzes project development and implementation; coordinates consultancies, reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. •Researches, analyzes and presents information gathered from diverse sources. •Coordinates policy development support activities, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, •Generates survey and needs assessment initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. •Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. •Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. •Initiates and coordinates outreach, fund-raising and capacity-building activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. •Coordinates and/or participates in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. •Coordinates activities related to budget funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). •Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. •Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in international relations, political science, law, ocean affairs, business administration, management, or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration or related work in ocean affairs and the law of the sea projects or programmes is required. Demonstrated experience in designing, planning, organizing and conducting educational and informational programmes and related materials, including for workshops, is desirable. Experience in a donor-funded project or program management context within the United Nations is desirable.
Languages
Fluency in one of: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required. Knowledge of French desirable. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
