This position is located in the Financing for Peacebuilding Branch of the Peacebuilding Support Office. The focus of this job is the implementation, monitoring and evaluation of programmes, operations and other activities in an assigned functional area as well as impact measurement of said programmes. PBSO was established to assist and support the Peacebuilding Commission (PBC) and administer the Peacebuilding Fund (PBF). Based on the founding resolutions (A/RES/60/180 and S/RES/1645(2005)) establishing the Peacebuilding Commission, the Secretary-General created PBSO which comprises of the Peacebuilding Commission Support Branch, the Policy, Planning and Application Branch and the Financing for Peacebuilding Branch. PBSO is headed by an Assistant Secretary-General (ASG). The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department’s mandate is to prevent and resolve conflict through inclusive political solutions. The Monitoring and Evaluation, Impact Officer works under the direct supervision of the Senior Monitoring & Evaluation Advisor.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Participates in providing close support to country-based partners in the development, implementation and evaluation of assigned programmes/projects including quality control on monitoring and evaluation aspects of the projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; participates in the PBSO proposal appraisal committee, liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs assignments, for impact measurement initiatives and demonstrate the impact of peacebuilding interventions , including by planning facilitating workshops, and through other interactive sessions and assisting in developing a knowledge depository, clearing house and disseminator known as the Impact Hub, as well as develop action plan to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources regarding peacebuilding design measurement and monitoring.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of monitoring assessments, evaluations or other research activities and studies related to PBF business processes.
  • In support of country-based partners, undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of training on design, monitoring and evaluation for peacebuilding projects and guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) of monitoring and evaluation activities and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in management, economics, social sciences, evaluation, research methods or a related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in design, monitoring and evaluation of projects/programmes or related area is required. Specialized expertise in survey development, data collection, impact evaluations, outcome harvesting and/or third-party monitoring is required. In-country experience working in peacebuilding or humanitarian interventions settings is required. Experience of training non-government and government partners on monitoring and evaluation is desirable. Experience of working with academia is desirable. Experience of data analysis, drafting analytical reports and visualization is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
