This position is situated in the Mine Action Service (UNMAS), Office of Rule of Law and Security Institutions (OROLSI), based in New York. The position will report to the Senior Political Affairs Officer (Strategic Planning). The Programme Management Officer will be part of the Review Implementation Team supporting the implementation of the UNMAS delivery model review and redesign process.
Responsibilities
Within delegated authority, the Programme Management Officer, as part of the review implementation team, will be responsible for the following duties:
• Develops, implements and evaluates assigned programmes/projects including Statements of Work for the procurement of Mine Action services and specialised equipment, and works closely with the Procurement Division as contract requisitioner in support of procurement actions; reviews relevant documents and reports; identifies problems and issues to be addressed in relation to design and implementing and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Provides advice and expertise on mine action services and specilised equipment in support of the work of the implementation team and supports field missions to evaluate requirements and capacities to deliver mine action services.
• Researches, analyzes and presents information gathered from diverse sources.
• Where appointed, acts as organizational focal point, and leads or co-leads internal/external working groups related to specialised mine action services and equipment field programmes were necessary.
• Coordinates policy development in relation to developing SOWs and requisitioning for mine action services, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• In support of the team’s work, generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget development for mine action services (programme/project preparation and submissions.) and prepares related documents/reports for the team.
• Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in Management, International relations, Explosive Ordnance Engineering, International Security Studies or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Graduation from a military academy or similar law enforcement institution is desirable.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.
At least 5 years experience in designing and/or assessing mine action programmes, projects or activities with experience in explosive ordnance disposal, ammunition management and/or explosive hazard management is required.
Experience in procurement and/or contracting processes for mine action services within the United Nations or similar international organisation is required.
Experience in a United Nations peace operation or similar field setting in an international organisation is required.
Experience of working with mine action NGOs or commercial partners is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
