The Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 21 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonisation of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialised agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council. This post is located within the Office of the Executive Secretary (OES) of the Economic and Social Commission for Western Asia (ESCWA). The Programme Management Officer, Administration, reports directly to the Special Assistant of the Executive Secretary and will be under the overall supervision of the Executive Secretary.
Responsibilities
Within delegated authority, the Programme Management Officer, Administration, will be responsible for the following duties: • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant divisions in ESCWA; identifies and tracks follow-up actions; • Researches, analyzes and presents information gathered from diverse sources; • Assists in policy development, including the review and analysis of issues and trends, preparation of background notes/briefs or other research activities and studies or ad hoc assignments on conflict and development; • Provides national and local level analysis on socio-economic and political and other dynamics that have potential to impact on peace and in security and with a view to identifying appropriate entry points for conflict prevention; • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions; • Prepares various written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications, etc.; • Provides substantive support to meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparing documents and presentations, etc.; • Undertakes outreach activities; assists in the organization of Intergovernmental Meetings (IGMs), Expert Group Meetings (EGMs), workshops, seminars, etc.; makes presentations on assigned topics/activities; • Contributes to the substantive preparation of the Executive Secretary for global and regional high-level meetings as well as participation in ECOSOC and GA sessions and side events through i) in-depth research and analysis of socio-economic development issues and emerging concerns; ii) preparation of briefing notes, talking points and drafting presentation and speeches; iii) providing substantive backstopping to the Executive Secretary during the meetings; • Participates in the preparation of official missions, including preparation of background documentation, drafting mission summaries, etc.; • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in political science, law, business administration, management, economics or a related field, is required. A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible professional experience in international affairs, legal affairs, project or programme management, administration, economic development, collection, compilation and analysis of data, or related area, is required.
Languages
English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in English and Arabic is required. Fluency in French is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Evaluation of qualified applicants may include one or more assessments which may be followed by a competency-based interview.
Special Notice
• This position is temporarily available for a maximum period of 364 days. Extension of the appointment is subject to availability of funds, extension of the mandate, continued need for services, and satisfactory performance. • If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. • A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. • Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation. • Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as “”retirement.”” Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service. • Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation.
