The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. The Human Resources Services Division (HRSD) provides dedicated services in support of human resources requirements of client entities, from process development through service delivery. The Division establishes and manages rosters across all job families, organizes testing and examinations, provides operational support and other advisory service for clients for the full spectrum of their delegated authorities, and supports managers and business partners in the use of non-staff personnel. The Staffing Service (SS) offers expertise in the areas of talent acquisition and innovation, testing and examinations, operational workforce planning and organizational design across UN Secretariat entities. The Talent Acquisition Section (TAS) is focused on developing and maintaining talent pools and rosters of qualified candidates whose applications have been endorsed by the Field Central Review Bodies, and systematically assessed through substantive assessments inclusive of written tests and or competency-based interviews by an Expert Panel and whose credentials have been verified. Under the direct supervision of the Chief of Section, the Occupational Group Manager (OGM) supports the application of the talent management framework for field missions, both peacekeeping operations and special political missions by building, maintaining, and managing rosters. In February 2014 the Department of Field Support launched an initiative to increase the number of women appointed to and retained in senior-level positions in United Nations field operations. In the first phase of the initiative, DFS created a Senior Women Talent Pipeline of qualified external women while simultaneously engaging with senior women already serving with the United Nations. The pipeline consists of suitable female candidates whom DOS will support in applying to specific and generic job openings in the field. As per the United Nations Secretary-General’s stated intentions to achieve gender parity in UN personnel, throughout the UN system, the Senior Women Talent Pipeline is an important initiative contributing to efforts to reach gender parity for civilian personnel in UN peace operations. This position is located in the Talent Acquisition Section (TAS), Staffing Service (SS), the Human Resources Services Division (HRSD), the Office of Support Operations (OSO), in the Department of Operational Support (DOS). The Programme Management Officer (Senior Women Talent Pipeline) reports to the Chief of TAS and the Chief of SS.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties: • Develop, implement and monitor the Senior Women Talent Pipeline Programme; monitor and analyze programme/project development and implementation; review relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaise with relevant parties and partners; ensure follow-up actions are completed. • Develops and implements training programs and workshops for clients of the project. • Research, analyze and present information gathered from diverse sources. • Coordinates strategic and operational recruitment, assessment, and talent management trends, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Generate survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. • Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Initiate and coordinate outreach activities; seminars, etc.; make presentations on assigned topics/activities. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. Provide guidance to external consultants, partners, and other parties of import to the Senior Women Talent Pipeline. • Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.) • Manage the launch of the reopening of the talent pipeline and support the development and implementation of a technical solution to manage the pool. • Manage the talent pipeline by actively identifying members for current and future positions in field missions. • Replenish current and evolving gaps in the pipeline based on forecasted vacancies and replenishment requirements, organize targeted additional calls for talent areas building on lessons learned. • Develop and implement a focused information and communications strategy and form partnerships for high demand and difficult to source job functions. • Performs other duties as required.

Education
An Advanced university degree (Master’s degree or equivalent degree) in international affairs, development, public information, public administration, programme management, business administration, management, economics, or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in international affairs, development, public administration, programme management, business administration, management, economics or related field is required. Experience supporting recruitment strategies or processes specifically designing and/or implementing strategies to improve gender parity is required. Experience in drafting analytical reports, policy briefings, high level speeches and statements is desirable. Experience working in or in support of a conflict or post conflict country is desirable Experience in providing recruitment support to senior leaders is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.
