Org. Setting and Reporting
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The position is located in Montreal, Canada, at the UN-Habitat Montreal Office for Green, Resilient and Sustainable Cities. The Montreal Office fosters linkages among research, policy, and action to advance sustainable urban development globally. The office will activate a network of key partners to accelerate the quality and scale of urban sustainability solutions to implement the UN-Habitat Strategic Plan, with a focus on climate and biodiversity solutions to enhance urban resilience and protect vulnerable groups. It will promote the development and synthesis of science, data, innovation, and solutions on urban sustainability to improve the urban environment. In addition, the Montreal Office will establish close working relations with Canadian and North American local governments. The focus of this position is to lead the substantive work of the office through specialist, technical experience in sustainable urban development; work closely and network with internal and external partners to advance areas in which the office can substantively contribute to accelerate sustainable urban development and in particular urban biodiversity and climate change action; work with partners to develop and implement programmes and projects to help meet those priorities. This position is based at UN-Habitat in Montreal, Canada, the Programme Management Officer reports to the Lead, Montreal Office, under the overall guidance of the Director of the UN-Habitat New York Office and will be responsible for the following duties:
Responsibilities
• Support the Office’s overall management: Developing and implementing its strategic opportunity areas and priority setting processes; developing the Office’s multi-year workplan and budget, ensuring the alignment of the Office’s workplan with UN-Habitat’s strategic plan and work programme and organizational priorities; implementing advocacy, action, and monitoring activities of the office, and ensuring that the quality of all the Office’s products and activities is up to UN-Habitat standards. • Develop, implement and evaluate programmes/projects, monitor and analyze programme/project development and implementation; review relevant documents and reports; collaboratively identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions. • Lead Office’s work exploring innovations in process and methods for understanding, designing and delivering programmes and projects for transformative climate action in international development arenas. • Participate in planning and preparation of the budget, work program and spending plan of the Office. Contribute to activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepare related documents/reports (pledging, work programme, programme & budget). Develop cost proposals for contractual services, oversee the technical evaluation of proposals received and manage the contract service. Provide professional leadership and work direction to assigned project team, and/or mentor and supervise the work of new/junior officers, contract staff. • Coordinate the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, especially related to existing and planned urban research and innovation frameworks related to both climate and biodiversity action, and their intersections. • Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications. • Provide technical support to Montreal Office programmes and projects taking place at global, regional and country programmes, in collaboration with Regional and Country offices. • Provide substantive backstopping to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations. • Coordinate policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Coordinate training and knowledge exchange activities, especially in collaboration with research partners. • Lead and/or participate in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. • Perform consulting assignments, in collaboration with clients, by planning and facilitating conferences and workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage change. • Initiate and coordinate outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • May perform other related duties as required.
Competencies
PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to urban planning, environmental or climate change management, social sciences, economics or related field. Demonstrable knowledge of relevant international frameworks for sustainable urban development, climate change and biodiversity, such as the SDGs, the New Urban Agenda, the United Nations Framework Convention on Climate Change (UNFCCC) and the United Nations Convention on Biological Diversity (UNCBD) and their national and local policy delivery modalities. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Education
Advanced university degree (Master’s degree or equivalent) in urban planning, environmental or climate change management, social sciences, economics or a related field is required. A first level university degree in combination with two (2) years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of seven (7) years of progressively responsible experience in project or programme management is required. Experience in designing and implementing urban development, urban environment or urban planning initiatives is required. Experience in resource mobilization is required. Experience in the field of research or research management and innovation with a focus on sustainable urban development is desirable. Experience in the field of capacity development, institutional reform or training with a focus on sustainable urban development is desirable. Experience implementing sustainable urban development, urban climate change or biodiversity projects in developing countries is desirable. Experience in developing policies, guidelines and standards for sustainable urban development, urban climate change or biodiversity is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is also desirable. NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and ” Knowledge of” equals a rating of ” confident” in two of the four areas.
