The United Nations Human Settlements Programme(UN-Habitat) is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. Through its Regional Office for Africa (ROAf), located in Nairobi, Kenya, UN-Habitat has been supporting African governments to take early action to position themselves for predominately urban populations to achieve sustainable urbanization and the right to adequate housing for all, within the framework of the 2030 Sustainable Development Agenda – particularly Sustainable Development Goal 11 to “make cities and human settlements inclusive, safe, resilient and sustainable” – and the New Urban Agenda.
Since 1998, the UN-Habitat has implemented several projects in Ethiopia. Key areas of partnership include: Capacity Building for Sustainable Urban Development, Implementation of the Habitat Agenda, Cities without Slums, Water for African Cities Programme – Phases I and II, Promoting Sustainable Transport Solutions for East Africa (SUSTRAN), Support to the improvement of Public Spaces in 5 Ethiopian cities, Support in rehabilitation of open dumping sites using the Fukuoka method in three cities, Support in development of Regional plans, Supporting the Ethiopian Cities Sustainable prosperity Goals (ECSPGs), and in the Development/preparation of the State of Addis Ababa Reports I & II.
This post is located within the Ethiopia country programme, Regional Office for Africa. Under the overall supervision of the Senior Human Settlements Officer in charge of the Ethiopia Programme, the incumbent is expected to join a team of professionals for a multi-agency joint and coordinate the project to pursue a nexus-based multi-dimensional and integrated approach to enable internally displaced communities in Somali and Oromia regions of Ethiopia to move towards recovery and resilience by employing durable solutions actions that enhance communities’ coping mechanisms against future shocks to anthropogenic disasters and natural hazards by rolling out a multi-pillar intervention that aims to take into consideration the diverse aspects of solutions-based programming among UN Habitat, FAO and IOM. The general objective of the project is to employ durable solutions that enhance internally displaced persons’ (IDPs’) and host communities’ capacities to move towards recovery and resilience. Along this, UN Habitat’s responsibility focuses on strengthening and building capacity of institutions through area level spatial planning to ensure sustainable re-integration of displacement affected communities(DACs) for improved access to Housing, Land and Property (HLP) through legal and policy tools and planning instruments to respond to longer-term impacts of DACs.
Responsibilities
Under the direct supervision of the Senior Human Settlements Officer in charge of the Ethiopia Programme, within delegated authority, the Programme Officer will be responsible for the following duties:
- Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Performs technical advisory assignments, in collaboration with the other units in UN-Habitat, by planning facilitating workshops, including through other interactive sessions, and assisting in developing action plans.
- Researches, analyzes and presents information gathered from diverse sources.
- Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
- Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Represent UN Habitat vis-à-vis project partners and the authorities.
- Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Provide management leadership and be responsible for the day-to-day running of the durable solutions project.
- Provide regular and timely updates on progress and challenges to senior human settlement officer and task manager for Ethiopia and Regional office for Africa.
- Lead fundraising efforts including exploring new sources of funding for programmes (i.e., humanitarian, development and private donors, foundations etc..) in coordination and collaboration with the in-house team, through designing projects, writing technical sections of proposals, preparing budgets, and projecting timelines.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Performs other duties as required.

Education
- Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, development studies or physical sciences or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
Work Experience
- A minimum of seven years of progressively responsible experience in human settlements, development, project or programme management or related area is required.
- Work experience in African urban development context and familiarity with the relevant policies, strategies and plans for urban development is required.
- Proven experience in projects/programme design and implementation with the UN or other international agencies is desirable.
- Experience in policy development, analysis of issues and trends and/or coordination of evaluations is desirable.
- 2 years or more of experience in data analytics or related area is desirable.
Languages
- For the position advertised, fluency in English is required.
