Org. Setting and Reporting
This position is located in the Office of the Office of the Secretary-General’s Envoy on Technology (OSET) based in the UN Offices at Geneva (UNOG), Switzerland. Building on the work of the High-Level Panel on Digital Cooperation and consultations of multi-stakeholder roundtable groups, the United Nations Secretary-General issued a Roadmap for Digital Cooperation (A/74/821) which addresses how the international community can better harness the opportunities presented by digital technologies while addressing their challenges. The Secretary-General’s report “Our Common Agenda” issued in September 2021 prioritizes the digital space and the need to “protect the online space and strengthen its governance”. It also proposes a Global Digital Compact to be developed through a multistakeholder track. OSET leads the implementation of the Secretary-General’s vision on digital cooperation by working closely with various UN entities and multi-stakeholder groups, facilitating dialogue to accelerate global digital cooperation, seizing on the opportunities that are presented by technology – while mitigating the risks – so that progress towards achieving the Goals by 2030 can be made collectively, as well as carrying out other related duties and responsibilities assigned by the Secretary-General, including follow up actions from the report “Our Common Agenda”. The Programme Management Officer (Liaison) will report to the Senior Programme Management Officer.
Responsibilities
Within delegated authority, the Programme Management Officer (Liaison) will be responsible for the following duties: • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Enhance engagement and consultation with key Geneva-based stakeholders including UN agencies, international organizations, forums and entities, private sector, academia, the technical community and civil society. • Enhance effective participation of international Geneva-based institutions, forums and activities in supporting the work outlined in the Secretary-General’s Policy Brief 5: A Global Digital Compact, and the digital-related aspects of the Our Common Agenda Report. • Harness synergies between Geneva-based and New York-based based processes and work on digital cooperation, including as contributions to and support for the Summit of the Future and other digital-related aspects of the Our Common Agenda Report. • Serve as an advocate for digital cooperation, including on human rights. • Foster enhanced engagement and participation in the existing IGF processes and activities. • Performs other related work as required.

Education
Advanced university degree (Master’s degree or equivalent) in international relations, law, diplomacy, technology or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, liaison, administration, digital cooperation or related area, of which at least five are at the international level, is required. Experience working with Geneva-based international institutions is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English and French (both oral and written) is required. Fluency in another UN official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
