Org. Setting and Reporting

This position is located in the Department of Peace Operations, Office of Rule of Law and Security Institutions, Disarmament, Demobilization and Reintegration Section (DDR). The incumbent will report to the Chief Disarmament, Demobilization and Reintegration Section (DDR). DPO provides political and executive direction to UN Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, mine action and other relevant issues to other UN political and peacebuilding missions. Office of Rule of Law and Security Institutions (OROLSI) was established in 2007 to strengthen the links and coordinate the Department’s activities in the areas of police, justice and corrections, mine action and weapons/ammunition management, the disarmament, demobilization and reintegration of ex-combatants and security sector reform.

Responsibilities

  • Participates in the development, implementation and evaluation of DDR processes within 2-3 missions, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Advises, develops and reviews (as appropriate) initial DDR functional strategies and concept of operations for further development into a full programme by a DDR component or a national DDR commission.
  • Assists in policy development, in the area of DDR within the department and with the Inter-Agency Working Group on DDR, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey and data collection initiatives.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, correspondence, such as code cables, inputs to publications, etc.
  • Provides substantive and/or logistical support to consultative and other meetings including mission-specific Integrated Task Forces,, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, delivering remarks etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, to either support or assess the implementation of DDR programmes, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • As required, provides planning support to new DDR processes to be established, within established processes, working with the United nations entities, legislative bodies, member States and/org groups of Member States etc.
  • Supports activities related to budget and funding.
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in political science, international relations, law or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in programme/project management or related field in international settings such as peacekeeping, peace-building operations or development programmes with specific focus on disarmament, demobilisation and reintegration, small arms control, conflict/post-conflict crisis management, economic recovery or related area is required. Experience working in a large multi-disciplinary and multi-cultural team and coordinate with multiple partner agencies, funds or programmes is desirable. One year experience working in a field location, with a peace-keeping operation, a special political mission or with another international organization including non-governmental organizations is desirable. One year of direct experience in the field of Disarmament, Demobilization and Reintegration (DDR), including Community Violence reduction (CVR), is required.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this post fluency in English is (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.
