Org. Setting and Reporting
The position is located in the Improvised Explosive Device (IED) Threat Mitigation Advisory Team (TMAT) of the United Nations Mine Action Service (UNMAS), Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peace Operations (DPO). The Programme Officer (analyst) will report to the head of UNMAS IED Threat Mitigation Advisory Team. Established in 1997, UNMAS works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms. As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. UNMAS also responds to specific requests for support from the UN Secretary-General or designated official.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:
- Participates in the development, implementation and evaluation of assigned programmes/projects, etc; provides global, regional, and localized analyses of explosive threats to better inform mobility planning processes and other aspects of safety and security of UN personnel and civilians. Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
- Researches, collates, verifies, processes explosive threat-related data, analyzes and presents information gathered from diverse sources.
- Supports UNMAS in developing IED related policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
- Contributes to the development of regional IED threat assessment in coordination with UNMAS integrated programme teams.
- Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Provide Office of Military Affairs with technical advice on current IED threat and IED Threat Mitigation for Troop Contributing Countries.
- Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Performs other duties as required.

Education
- Advanced university degree (Master’s degree or equivalent) in international relations, social science, data analysis, security studies or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
- Recognized qualification in Explosive Ordnance Disposal (EOD) is desirable.
Work Experience
- A minimum of five years of progressively responsible experience in explosive threat analysis supporting government security force organizations or supporting peacekeeping or other UN missions is required.
- A minimum of three years’ experience producing analytical reports related to explosive ordnance and improvised explosive threat is required.
- Experience with self-service analytics and data visualization applications (MS PowerBI, Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) is required.
- A minimum of three years of experience working in a peace operation or other similar international field operation is desirable.
- A minimum of three years of experience in Information Management System for Mine Action is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in English is required. Knowledge of another official UN language is an advantage.
