Position description

Org. Setting and Reporting

This position is located within the Operational Planning Service (OPS) under the Division for Special Activities for the Department of Operational Support (DOS) and will be based in New York. The Programme Officer will report to a Senior Logistics Officer. The focus of this role is to lead the implementation, monitoring and evaluation of programmes, projects, operations and other activities in an assigned functional area. DOS was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. DSA oversees a range of specialized or cross-cutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Plans, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Translates organizational needs into analytics and reporting requirements to support decisions, strategies and workflows with data and information.
  • Designs, develops, generates and disseminates data analytics and reporting products to support evidence-based decision-making.
  • Builds organizational capacity to adapt, maintain and utilize data analytics infrastructure and reporting products in response to different situations.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates and facilitates activities related to funding as required.
  • Performs other duties as required.

Education

  • An Advanced university degree (Master’s degree or equivalent degree) in business administration, management, data science, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.
  • Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) is required.
  • Experience in data science tools such as Jupyter, Matlab, Knime, SPSS, SAS, or similar Statistical Programming Languages such as R, Python, Javascript or related is desirable.
  • Experience in/for a field setting (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or other similar international organization including non-governmental organizations is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
