Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP’s Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. The Division promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This position is located in the Industry and Economy Division, Resources and Markets Branch, Economic and Trade Policy Unit at the Geneva duty station. Under the direct supervision of the Head of the Economic and Trade Policy Unit, the Programme Officer will be responsible for the following duties:
Responsibilities
- Develops, implements and evaluates assigned programmes/projects related to trade and environment, with a specific focus to its implementation in high impact sectors and value chains; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions;
- Researches, analyzes and presents information gathered from diverse sources;
- Coordinates the development of policies related to trade and environment in high impact sectors, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies;
- Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions;
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications;
- Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations;
- Initiates and coordinates outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities;
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget);
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting;
- Performs other duties as required.

Education
- Advanced university degree (Master’s degree or equivalent) in international trade, economics with a preference for environmental economics and/or international economics, public policy or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be acceptable in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of seven (7) years of progressively responsible experience in the area of international trade and sustainable development, including at least four (4) years in advising countries on trade policy through international projects/programmes is required;
- At least two (2) years’ experience of working in trade and value chain issues in at least one high impact sector (e.g. food, building and construction, plastics, textile, mining, or related area), preferably in the United Nations or a similar organization is required;
- Experience and proven track record of coordinating multi-stakeholder groups on trade and environment related issues is desirable;
- At least three (3) years’ experience in managing a team of more than 5 people simultaneously is desirable;
- Two (2 )years or more of experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.
