Org. Setting and Reporting
This position is located in the United Nations Interregional Crime and Justice Research Institute (UNICRI) in Turin, Italy. The Programme Officer works under the direct supervision of the Senior Programme Officer (Deputy Director) of UNICRI.
Responsibilities
Within delegated authority, the incumbent is responsible for the following specific tasks:
- Develop, implement, and evaluate assigned programmes and project-relevant activities in the field of security planning and crime prevention.
- Promote the development of national, regional and multi-lateral initiatives to support Member States in enhancing cooperation for the protection of critical infrastructure, major events, crowded spaces and other vulnerable targets.
- Design and coordinate the delivery of capacity-building programmes and policies to assist Latin American and Caribbean Member States in the prevention, preparedness, and response to mitigate transnational threats from terrorist organisations and organised crime.
- Coordinate the development of security and crime prevention policies and strategies, including providing a substantial contribution to the methodology for the development of tools relevant for the implementation of the projects.
- Coordinate with projects’ and programmes’ donors and implementing partners, relevant international and regional organisations, national and local stakeholders.
- Organize and prepare various written outputs in various languages, e.g. draft background papers, analysis, sections of reports and studies, and inputs to publications.
- Conduct training workshops and seminars in various languages; deliver presentations to enhance the visibility of UNICRI works in security governance, hybrid threats and transnational organized crime.
- Lead and/or participate in large, complex field missions, including providing guidance to external consultants, government officials and other parties, drafting mission summaries, etc.
- Develop work plans and budgets, monitor programme performance and expenditure, prepare programme related reports; coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.).
- Manage, guide, develop and train staff under his/her supervision.
- Collect and analyze data, including evidence, to identify trends or patterns and provide insights to enable data- or evidence-driven planning, decision-making, presentation and reporting.

Education
- An advanced university degree (Master’s degree or equivalent) in criminology, law, international relations, political science or other relevant discipline with specialization in crime prevention and criminal justice is required. A first-level university degree in the same fields with additional two years of qualifying experience may be accepted in lieu of an advanced university degree.
Work Experience
- A minimum of seven years of progressively responsible experience in project or programme management in security governance and security planning are required. Work experience in developing policies and tools on security and crime prevention is required. Work experience in designing and delivering technical assistance programmes to Member States in protecting vulnerable targets is required. Work experience in developing technical assistance for Latin American and Caribbean Member States’ law enforcement agencies is desirable. Work experience in the United Nations system or similar international organizations is desirable. Experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Spanish is desirable. Knowledge of another official language of the United Nations is an advantage.
