Org. Setting and Reporting
The post is located in the Leadership Support Section (LSS) within the Office for Coordination and Shared Services (OCSS) serving the Department of Political and Peacebuilding Affairs (DPPA) and the Department of Peace Operations (DPO) at United Nations Headquarters, New York. The Programme Officer reports directly to the Chief of Section. The Leadership Support Section (LSS) was established to support the identification and appointment of high-quality leadership in UN field-based operations and provide support to vacancy management, succession planning, selection and appointment processes, as well as to other stages of the leadership life-cycle including leadership support. LSS Leadership Support Strategic Plan includes five components:
- Onboarding and off-boarding support, including human resources advice and guidance;
- On the job support, including but not limited to mentoring and coaching;
- Moral and psychosocial support;
- Women leadership network;
- Senior Leadership Teambuilding.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:
- Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Develops and/or implements leadership support initiatives for Heads and deputy Heads of Mission (Special Political Missions and Peacekeeping Operations).
- Provides support and advice to Heads and deputy Heads of Mission in the area of leadership support and/or the application of UN Staff Rules and Regulations throughout their appointment (from onboarding and inbriefing to debriefing), in coordination with the relevant offices.
- Researches, analyzes and presents information gathered from diverse sources with a view to further developing mental health and psychosocial support for senior leaders in the field.
- Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
- Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Initiates and coordinates outreach activities; conducts or coordinates training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Supports the identification and selection process of candidates for Heads and Deputy Heads of Mission positions and other political appointments, as required.
- Performs other duties as required.

Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Education
- Advanced university degree (Master’s degree or equivalent) in international relations, business administration, management, economics, social science, human resources management, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
Work Experience
- A minimum of seven years of progressively responsible experience in project or programme management, human resources management, administration or related area is required. A minimum of 2 years of experience in managing leadership support initiatives (learning or leadership development), is required. Experience in developing psychosocial support initiatives is desirable. Experience supporting senior leadership in a multicultural setting, is desirable. Experience working in or with UN field missions or in a similar organizational setting, is desirable. Experience with instructional design, including virtual initiatives, is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both oral and written English is required. Fluency in French or Spanish is desirable. Knowledge of another official United Nations language is an advantage.
