OBJECTIVES OF THE PROGRAMME
The WHO country office provides policy guidance, strategic assistance and technical support to the Royal Government of Cambodia to provide, promote and protect health and wellbeing for all. The WHO country office operates within the framework of the Fourteenth General Programme of Work (GPW14), the Cambodia-WHO Country Cooperation Strategy (CCS) 2024-2028, and the Regional Vision ‘Weaving health for families, communities and societies in the Western Pacific Region: Working together to improve health and well-being and save lives’.
The incumbent will guide the adoption of result-based management principles in the planning, implementation, monitoring, evaluation, and reporting of WHO programmes at country level.
DESCRIPTION OF DUTIES
The incumbent will perform all or part of the following, and other related responsibilities as required by the needs of the office.
REQUIRED QUALIFICATIONS
Education
Essential: A bachelor’s degree (or above) in public health, public administration, management, administration. For those who do not hold a degree in the areas of public health, public administration, management, administration or similar, an accredited academic course, training and/or certification in programme planning or development implementation or monitoring and evaluation is required.
Desirable: A master’s degree (or higher) in public health, public administration, management, administration or related field.
WHO only considers higher educational qualifications obtained from an institution accredited/recognized in the World Higher Education Database (WHED), a list updated by the International Association of Universities (IAU)/United Nations Educational, Scientific and Cultural Organization (UNESCO). Experience
Essential: A minimum of five years of work experience, including relevant international exposure, in providing programme or project management services in public-sector, international development or public health programmes.
Desirable: Experience in programme management. Experience of WHO processes and policies.
Skills

· Excellent oral and written communication, including for reports, presentations and technical documents.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2164 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
