This position is located in the Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) of the United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the direct supervision of the Project Coordinator of the GLO.ACT initiative, the substantive guidance of the Programme Management Officer of HTMSS, and the overall guidance of the Chief, HTMSS. The initiative works alongside partner countries in developing and implementing more effective national and international responses to trafficking in persons and migrant smuggling, especially in Central Asia, the Middle East and South Asia.

Responsibilities
Within assigned authority, the Programme Officer will be responsible for the following specific duties:
• Support the management, coordination and monitoring of the implementation of the GLO.ACT initiatives under the Global Programme “UNODC Action Against Trafficking in Persons and the Smuggling of Migrants” managed by the Human Trafficking and Migrant Smuggling Section against Trafficking in Persons and the Smuggling of Migrants.
• Participate in the development, implementation and evaluation of the GLO.ACT initiatives. Monitor and analyze programme/project development and contribute to its implementation. Together with the Programme Management Officer, identify problems and issues to be addressed and propose corrective actions. Identify and assess technical assistance strategies of donors active in anti-trafficking and anti-smuggling initiatives.
• Support the development and regular revision of GLO.ACT workplans including costed workplans and linked key performance indicators, as well as the theories of change, in coordination with the team members and under the supervision of the GLO.ACT Project Coordinator.
• Take the lead on drafting/and or coordinating inputs of regular periodic progress reports for the donors, liaising with the GLO.ACT team for inputs, drafting text and designing reader-friendly format using infographics to support conclusions.
• Liaising with the GLO.ACT Finance Assistant, Programme Assistant and Project Coordinator, support the financial and programmatic monitoring of GLO.ACT implementation vis-à-vis the endorsed costed workplans and theories of change, proactively identifying risks and potential solutions.
• Participate in the review, monitoring and evaluation of events for projects against trafficking in persons and the smuggling of migrants, and contribute to the development and enhancement of monitoring tools for GLO.ACT and the wider Monitoring, Evaluation and Learning Strategy of HTMSS.
• Support the implementation of the conclusions of the independent evaluation and independent project review of the GLO.ACT initiatives, provide guidance to the GLO.ACT team in putting into action the required changes.
• Research, analyze and present information gathered from diverse sources, and prepare technical presentations and background information as required, including infographics of project implementation progress.
• Undertake survey initiatives as well as qualitative methodologies with a view to impact assessment; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions.
• Prepare various written outputs, e.g. technical presentations, analysis, periodic project progress reports, sections of reports and studies, input to publications, etc, undertake project and budget revisions, and undertake project monitoring and evaluation, as relevant.
• Provide substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparing documents and presentations, etc.
• Cooperate and coordinate with the field offices and other relevant entities and guide UNODC field offices on implementation arrangements for the GLO.ACT initiatives, potential partners and detailed specifications for projects against trafficking in persons and smuggling of migrants.
• Undertake outreach activities and participate in or provides support in leading field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• In cooperation with the other Officers in the team, coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.).
• Participate in promoting, in general, the work of UNODC against human trafficking and migrant smuggling within the overall framework of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the Protocol against the Smuggling of Migrants by Land, Sea and Air, both supplementing the United Nations Convention against Transnational Organized Crime.
• Assist in coordinating project implementation, by arranging assistance delivery and procurement in line with UN rules and regulations.
• Assist in the preparation of and finalization of partnership arrangements with UN entities and civil society organizations who are partners or receive funds in the course of the GLO.ACT initiatives.
• Assist in the recruitment and supervision of consultants and personnel, as required.
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Perform other work-related duties as required.
Competencies
• Professionalism: Has good knowledge and specialization in the field of programme development and management with a focus on criminal justice and/or rule of law. Has knowledge and understanding of theories, concepts, approaches, policies and practices in crime prevention and criminal justice, including organized crime, human trafficking and/or migrant smuggling, as well as the mandates of the United Nations Office on Drugs and Crime. Has knowledge of and specialization in substantive and functional areas with very good research and analytical skills. Is able to identify and contribute to the solution of problems/issues. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. The ability to analyze and interpret data in support of decision-making and convey resulting information to management. Education
An advanced university degree (Master’s degree or equivalent) in business administration, management, law, social science, international relations, economics or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
A certification in project management is desirable.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.
Work experience in international criminal justice matters is required.
Work experience in preparing policy and programmatic reports, as well as managing the communication of such reports, is required.
Work experience with managing programme budgets and preparing financial documents/reports is required.
Work experience with organizing and facilitating events with the donor, partners and beneficiaries and technical events is desirable.
Work experience in international cooperation as well as in engaging with or operating practitioners’ networks is desirable.
Work experience with independent project evaluations and follow-up to conclusions of such evaluations is desirable.
Experience in data analytics or related area is desirable.
Work experience with developing and implementing survey initiatives is desirable.
Work experience with the United Nations system or similar international organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official languages is an advantage.
