Mission and objectives
UNDP works with the Government and people of Pakistan to develop local solutions to development challenges. In an evolving development context, we support Pakistan’s efforts to build a more equitable, prosperous, peaceful and resilient society, and to achieve its SDGs and COP25 targets. UNDP promotes transformational change by fostering strategic partnerships with national counterparts in the federal, provincial and regional governments, civil society, the private sector and the local and international community. UNDP supports transformational change by providing technical assistance focusing on developing capacity within national and local authorities, providing solutions with strong monitoring and evaluation tools, and delivering programmes with maximum efficiency, transparency and accountability. UNDP’s ultimate goal is to improve the lives of the people of Pakistan through keeping people out of poverty; governance for peaceful, just and inclusive societies; crisis prevention and increased resilience; nature-based solutions for development; clean affordable energy; and women’s empowerment and gender equality.
Context
Pakistan presently faces serious development challenges due to the worsening state of the environment, increasing pressure on natural resources and climate change. As per the Germanwatch Global Climate Risk Index, Pakistan ranks 8th most vulnerable country to the impacts of climate change. The annual mean temperature has increased by 0.5°C, over the last five decades, with changes in the pattern of precipitation, an increase in glacial melting, rising sea levels and high intensity of flash floods and droughts. The variability in climate and weather patterns has increased the intensity and frequency of disasters which is drastically undermining development in the country. Moreover, Pakistan’s economy remains highly vulnerable to likely future threats posed by climate change and multi-sectoral and holistic mitigation measures must be accorded high priority to mitigate these threats. The Climate Promise initiative aims to improve the cooperation and resilience of local and regional stakeholders to the threats and risks posed by climate change. The project aims to provide support to the Government of Pakistan and its partners in the field of environmental sustainability and increased resilience to climate change at national and sub-national levels. The project will provide technical assistance to government counterparts for effective implementation of Climate Change policies, Nationally Determined Contributions, and compliance to international conventions and will also contribute to enhancing resilience of institutions and communities through implementation of various initiatives.
Task Description
Under the direct supervision of ARR Resilience Environment and Climate Change Unit, the UN Volunteer will undertake the following tasks: The Programme Management Specialist will be responsible for providing technical support, coordination, and strategic oversight for project implementation, monitoring and evaluation, resource mobilization, and stakeholder engagement. The role includes the following key responsibilities: Project Implementation: • Provide technical inputs and support to facilitate project initiatives, ensuring effective coordination with partners and logistical support. • Develop Terms of Reference for project activities under RECCU projects. • Organize workshops, webinars, and training sessions to strengthen local capacity and enhance community engagement. Monitoring and Evaluation: • Develop comprehensive project reports and technical papers analyzing project results and assessment findings. • Contribute to progress reports for internal and external stakeholders. • Facilitate stakeholder coordination at the provincial level, ensuring effective engagement with communities and local partners. Resource Mobilization: • Develop concept notes and project proposals to mobilize additional resources for NDC implementation and climate initiatives. • Support the identification, preparation, implementation, review, and adjustment of programme strategies. • Prepare assigned sections of Annual Work and Financial Plans, Monitoring and Evaluation Plans, and Communications Plans. Programme Management and Oversight: • Track financial resources and support budget planning, monitoring, and revisions. • Development of work plans, progress reports, and program documentation. • Assist in identifying risks, challenges, and opportunities for program improvement and recommend mitigation strategies • Monitor project activities in the field and produce monthly implementation progress reports. • Identify and manage project risks, ensuring adherence to quality criteria, UNDP rules, and regulations. • Conduct field visits to monitor project locations and implementation progress. Stakeholder Engagement and Strategic Partnerships: • Establish and maintain strong relationships with implementing partners, government officials, NGOs, private sector actors, and other stakeholders. • Facilitate inclusive participation of stakeholders in programme and project activities. Communication and Knowledge Management: • Develop communication and knowledge management products to enhance project visibility and impact. • Create social media content, press releases, and project briefs for stakeholder engagement. • Document best practices, case studies, and lessons learned in energy, resilience, and gender-related projects. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

As this is a national UNV assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. UNV Field Unit will help you open a Pak rupee bank account with Standard Chartered Bank or any other local bank at your duty station.
