The Programme Manager develops and leads technology programmes, including setup and operation. Working with a Programme Director, you will communicate the programme vision and be specifically responsible for directing activities to ensure the vision is realised. You will manage development, planning, initiation and delivery, and demonstrate impact and clear economic outcomes for the UK. In addition to providing leadership, direction and support to the programme team and managing internal and external senior stakeholders, the Programme Manager will be involved in shaping follow-up business opportunities that arise from the programme. The nature of these programmes may be commercial, Collaborative R&D or internally funded.

Our philosophy is to manage the planning, initiation and delivery of these projects using agile or waterfall methodologies as needed and focus on impact & clear economic outcomes for the UK.

WHAT YOU’LL DO (Duties)

  • Along with the Technology and Business leads, plan and develop coherent programme strategy, structure (workstreams and projects), and resourcing plans. Define realistic goals, milestones and targets that will lead to the required outcomes and impact.
  • Use approved processes and governance models (updating them with PMO where necessary) to enable programme oversight and control, ensuring that the programme’s goals and objectives are aligned with those of the Digital Catapult and the key external stakeholders.
  • Evaluate the progress of the programme on a regular basis, taking action to ensure that programme goals are achieved and that programme outcomes and impact are maximised and success stories are widely shared.
  • Design, plan, initiate, resource, monitor and ensure delivery of the activities of the programme on budget and time, ensuring early detection and management of risks/issues and achievement of set targets.
  • Work with the Head of Portfolio, Technology Leads and Business Development to shape and cost future proposals and ensure delivery of earned income, project/product profitability, documentation and tracking of KPIs, impact and success stories.
  • Work closely with the PMO on processes, reporting, and communication, ensuring that policies and best practices are followed, in order to manage the programme to time, cost and quality and to manage risks, issues and dependencies.
  • Report on progress and successfully build and manage relationships both internally and externally.
  • Provide coaching and guidance for successful delivery across the programme in line with Digital Catapult’s strategy and vision.
  • Set priorities and resolve risks, issues and dependencies as required
  • Ensure delivery of earned income, project/product profitability, documentation and tracking of KPIs, impact and success stories.
  • Ensure that the project’s goals and objectives are aligned with those of the Digital Catapult and the key external stakeholders
  • Manage suppliers and 3rd party vendors ensuring deliverables are delivered on time, budget and quality. This will include (from time to time) evaluation of prospective suppliers regarding production capability & quality management.
  • Line management of up to 7 people

Requirements

  • Experience in successfully managing end-to-end programmes with multiple business stakeholders and differing technology stacks, taking complete ownership and accountability for delivery of the programme to agreed objectives.
  • Experience in managing complex large scale technology programmes with large budgets.
  • Experience building long term successful working relationships with senior stakeholders in both the private and the public sector, influencing where required.
  • Experience managing both commercial and publicly-funded collaborative projects and programmes
  • Experience in delivering cross-functional projects and programmes in a matrix organisation structure, across multiple internal and external organisations.
  • Ability to pick up subject matter expertise quickly in the given technology area.
  • Able to map programme milestones and deliverables to Digital Catapult’s wider organisation strategy.
  • Able to provide clear and calm direction, maintaining team focus, and removing ambiguity and uncertainty as quickly as possible.
  • Prior experience in relevant technology industries and working with commercial and/or government stakeholders.
  • Direct experience managing agile and/or waterfall projects, including methodologies such as PRINCE2, Scrum, Kanban; relevant certifications an advantage
  • Knowledge of project management tools such as Jira, SmartSheets and MS Project
  • Significant experience in line management
  • Ability to pick up subject matter expertise quickly in the given technology area
