Sustainable Peace Foundation (SPF) is an Iraqi feminist Non-governmental Organisation (NGO) striving to build and sustain positive peace through vertical and horizontal approaches and participatory methods; addressing root causes of tensions and conflicts challenging positive peace in Iraq. SPF strives to achieve this by working on the grassroots level to reinstate and strengthen the lost trust between Iraq’s diverse ethno-religious communities; increase community resilience, empower and building the capacities of the very effected communities so they can mitigate and transform conflicts through dialogue and non-violent means.

SPF strives to achieve these objectives by working with vulnerable groups such as, youth, women and girls, people with special needs and IDPs through developing their capacities to take leadership roles and to actively participate in the peace and reconciliation processes; economically empower communities by offering them vocational trainings and providing them with livelihood means to ensure stability and a dignified living standard.

SPF also strives to engage local authority and security actors with the local communities through advocacy, round table dialogue sessions and developing local peace mechanisms and structures capable to acts as soundboards conveying their communities’ needs and challenges.

SPF also provides consultations for local and international NGOs on peacebuilding and social cohesion programming, such as: context analysis, needs assessments, actor and service mapping etc.

SPF’s focuses on minority protection, but through its Do-no-Harm approach, which ensures that SPF programming and implementation creates cohesion instead of doing harm.

Project Details

This project focuses on empowering women and girls in Iraq to play pivotal roles in conflict prevention and peacebuilding by addressing the complex interplay of climate change, conflict, and gender inequality. Targeting communities in Basra and Nineveh, the project aims to build the capacity of women and girls through training in mediation, advocacy, and leadership, establishing community-based early warning systems, and promoting women-led advocacy campaigns. It also integrates economic empowerment with peacebuilding to enhance the resilience and inclusion of vulnerable populations.

This position is contingent upon the successful signing of a contract with the project’s donor.

Job Description

The Sustainable Peace Foundation (SPF) seeks a dynamic and experienced Programme Manager to lead a transformative project aiming to empower women and girls in conflict prevention and peacebuilding, addressing the intersections of climate change, conflict, and gender inequality in Basra and Nineveh. The Programme Manager will be responsible for providing strategic direction, operational leadership, and oversight to ensure the successful delivery of project outcomes, while fostering meaningful collaboration with stakeholders and partners.

 

Strategic Planning and Leadership

– Develop and implement a comprehensive programme strategy aligned with project goals and objectives.

– Provide visionary leadership to the project team, ensuring high-quality implementation and results-oriented delivery.

 

Programme Management:

– Oversee all aspects of the project, including capacity building, community-based early warning systems, advocacy campaigns, and economic empowerment initiatives.

– Ensure project activities are executed on time, within scope, and within budget.

– Coordinate with co-implementing partners in Basra to ensure a cohesive approach.

 

Stakeholder Engagement

– Build and maintain strong relationships with local authorities, CSOs, CBOs, and international partners to enhance project impact.

– Represent SPF in national and international forums, advocating for gender-responsive conflict prevention and peacebuilding.

 

Monitoring, Evaluation, and Reporting:

– Implement a robust monitoring and evaluation framework to measure project impact and outcomes.

– Ensure timely and accurate submission of reports to donors, partners, and stakeholders.

 

Risk Management and Compliance:

– Identify and mitigate risks, ensuring compliance with SPF policies and donor requirements.

– Uphold the principles of “Do No Harm” in all project activities.

Terms of Reference 

The Programme Manager will be the primary driver of the project, accountable for its overall success. Specific responsibilities include:

 

Leadership and Strategic Oversight

– Act as the main focal point for project implementation, ensuring alignment with SPF’s mission and vision.

– Develop and maintain a results-oriented implementation plan, adapting to emerging challenges and opportunities.

 

Coordination and Collaboration

– Facilitate collaboration among project stakeholders, including women’s CSOs, local governments, and international organisations.

– Engage with the Peace and Reconciliation Working Group (PRWG-Iraq) to align project interventions with broader peacebuilding efforts.

 

Capacity Building and Advocacy

– Lead efforts to train women mediators, establish early warning systems, and support women-led advocacy campaigns.

– Promote women’s leadership in community-based conflict resolution and peacebuilding.

 

Financial and Administrative Oversight

– Manage project budgets, ensuring efficient allocation and adherence to donor guidelines.

– Ensure all procurement and logistical processes comply with organisational and donor standards.

 

Knowledge Sharing and Learning

– Document and disseminate lessons learned, best practices, and success stories to inform future programming.

– Contribute to SPF’s knowledge base on gender-responsive conflict prevention and peacebuilding.

 

Qualifications & Preferred Skills

Essential Qualifications

– Bachelor’s degree in Environmental studies, Peacebuilding, Development Studies, Social Sciences, or a related field (Master’s degree preferred).

– Minimum of 7 years of experience in programme management, particularly in climate change and peacebuilding, conflict prevention, or gender-focused initiatives.

– Proven track record of managing donor-funded projects, preferably with UN agencies or similar entities.

 

Technical Skills

– Strong expertise in project management methodologies and tools.

– Experience in designing and implementing Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks.

– Advanced knowledge of gender equality, climate change, and conflict resolution principles.

 

Soft Skills

– Exceptional leadership, interpersonal, and communication skills.

– Strong problem-solving and decision-making abilities in complex environments.

– Cultural sensitivity and a demonstrated commitment to inclusivity and equity.

 

Language Proficiency:

Fluency in English and Arabic is required; knowledge of Kurdish is an asset.
