Position description
Reporting to the RSO Co-Managers and Programme Coordinator, the Consultant is expected to perform the following tasks during the period covered under this contract.
Deliverables:
Design and Implementation of RSO Monitoring, Evaluation and Learning Approach
- Design, implement and manage a bespoke and fit-for-purpose Monitoring, Evaluation and Learning Approach (MELA) for the RSO including Results Monitoring Plan (RMP) to measure project and activity outputs and short-term and medium-term outcomes and impacts as well as Common Performance Indicators (CPIs).
- Develop MELA tools for use by RSO personnel during project and activity delivery.
- Integrate existing RSO Monitoring, Evaluation and Learning (MEL) elements into MELA including but not limited to RSO Return to Work Action Plans, participant surveys, pre and post training knowledge checks and RSO Alumni Network monitoring.
- Support establishment of an RSO Capability Development Approach for educational, institutional and operational capability development, train the trainers framework, RSO adult education and curriculum management framework and the RSO Online Knowledge Hub.
- Coordinate and supervise implementation of Results Monitoring Plan (RMP) to measure project outputs and short-term and medium-term outcomes as well as CPIs.
- Provide technical assistance to RSO personnel and implementing partners to integrate and implement MELA plans for projects and activities.
- Manage continuous monitoring of the MELA and RMP plans throughout project implementation, ensuring the timely updating of project results framework and project data.
Data Quality and Maintenance
- Oversee and contribute to the maintenance of the RSO Database for projects and activities including records, data on key project indicators, assessment findings, and reports.
- Design and maintain indicator tracking tools and develop additional materials and tools as needed.
- Undertake, as required, regional travel to collect data and/or oversee data collection efforts.
- Maintain data security, confidentiality and sharing protocols.
Reporting
- Prepare quality monitoring and evaluation reports to feed related sections of existing RSO reporting, including the RSO Monthly Report, in collaboration with RSO personnel.
- Ensure thorough review and analysis of monitoring data to identify and resolve variances and include this information in RSO reporting.
- Ensure quarterly reports summarise implementation progress, trends, and learning.
- Work with RSO personnel to develop performance reports, articles, document lessons learned, and all other reports required by the Co-Managers.
Research and Knowledge
- Capture evidence of project impact for policy makers, donors, government officials and related stakeholders.
- Support the team to visualise the theory of change, analyse assumptions and connect the process of change between outputs and outcomes.
- Identify and document lessons learned, good practices, success stories, case studies, achievements, and recommendations to be integrated into broader knowledge management, planning and strategy development.
- Serve as a focal point for RSO personnel by supporting their awareness and use of tools and tips that help to build their performance monitoring and data skills.
- Identify, analyse, and synthesise lessons learned from programme implementation and facilitate the incorporation of those lessons into the activity development cycle.
- Design, coordinate, and implement quantitative and qualitative surveys, studies or assessments to build knowledge that can be used to inform future initiatives as required.
- Assist RSO personnel in drafting research Terms of Reference as required.
- Perform other duties to support national and regional project implementation as required.
Stakeholder Management Enhancements
- Lead the RSO Stakeholder Mapping project to strengthen identification and RSO engagement with key stakeholders.
- Undertake scoping and enquiry activities to identify system enhancements that are fit-for-purpose for the RSO to strengthen its stakeholder management architecture and management.
Governance Forum
- Oversee and support the operation of the RSO Governance Forum including preparation and presentation at Governance Forum meetings, management of the RSO Risk Management Register and contribute to improvements to internal RSO capability.
Communications, Engagement and Change Management
- Support RSO Change Management, including as a result of decision from the Governance Forum, through the delivery of internal communications, outreach and engagement with RSO personnel relating to organisational and internal capability changes.
Event Support
- Provide support to the design and delivery of RSO events including, but not limited to, RSO flagship events such as the Constructive Dialogue, Border Forum, Alumni Day and Members Engagement Function.
Contribute to building RSO capability and conduct outreach and engagement
- Lead, mentor, manage and develop a small multi-disciplinary and culturally diverse team of staff and seconded officials within the RSO including through identifying development opportunities and providing oversight and strategic direction to seconded officials working with the RSO.
- Represent the RSO at bilateral, regional and intergovernmental meetings, including the preparation and delivery of meeting briefs, discussion points, managing consultations, coordination of background documents and reports and ensure appropriate distribution to key stakeholders.
- Maintain contemporary knowledge on relevant topics across key Bali Process Member States to ensure RSO activities are responding to identified needs and priorities.
- Actively prepare and submit to the RSO Co-Managers, Concept Notes and proposals for new activities where the RSO is requested to support and/ or it is identified the RSO could add value.
- Oversee and quality assure inputs to the RSO Strategy and Workplan.
- Submit a monthly performance report to the RSO Co-Managers outlining progress and achievements.
- Provide input to RSO publications and reports, draft articles and news items for RSO publications and provide reports to Co-Managers as directed.
- Design, convene and facilitate RSO engagements and events both in-person and virtually. Represent the RSO and actively participate in various forums such as roundtables, conferences, webinars, meetings and capacity building activities.
- Disseminate and promote RSO products and activities to key stakeholders through engagements and events via RSO social media channels and support the RSO’s engagement networks, such as the Alumni Network and Donors Information Exchange.
- Protect and promote the RSO ‘brand’ ensuring appropriate recognition of our efforts is granted.
- Collaborate, develop and maintain cooperative relationships with other personnel in the RSO, Bali Process Member States and other key stakeholders.
- Demonstrate and model a high level of ethics, accountability and personal integrity at all times.
- Perform other such duties as may be assigned by the RSO Co-Managers.
REQUIRED QUALIFICATION AND EXPERIENCE
Education:
- A Bachelor or Masters (desirable) degree in a relevant field from an accredited academic institution; or
- Eight years of relevant professional experience.
Experience:
- Experience working with or in Government or an International Organisation and/or with Bali Process Member States in the areas of international development assistance, capability development and/or capacity building.
- Relevant professional experience in refugee protection and international migration, including human trafficking and people smuggling and related transnational crime, and other components of migration management.
- Experience in programme and project management including monitoring, evaluation and learning, theory of change practices and organisational governance and capability including experience complying with necessary implementation rules and regulations and reporting obligations.
- Demonstrated experience in achieving outcomes in a cross-cultural and high-pace environment.
- Demonstrated experience managing multiple priorities and delivering results across a broad and diverse work plan.
- Demonstrated experienced in engaging appropriately with stakeholders across a range of fields (Government, IO, NGO, Private Sector), including with senior level stakeholders.
- Demonstrated experience leading a team.
- Experience developing, supervising and mentoring staff.

Salary and conditions information:
- The successful candidate will be engaged under an IOM contract working for the Regional Support Office and their conditions of service will be governed by their contract. The contract will include annual and sick leave only. The successful candidate is responsible for determining their taxation liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The successful candidate is responsible for determining their own pension fund arrangements.
- The position duty station is Bangkok, Thailand. Relocation assistance and working visa assistance will be provided by the IOM for the successful candidate, if required.
- The position requires a minimum 3 days office-based work *subject to change*.
- The starting salary of USD $ 4,590.00 will be paid monthly Salary increases occur in line with the ‘RSO Personnel – Classification and Salary’ Guidelines.
