Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
ORGANIZATIONAL CONTEXT AND SCOPE:
The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies.
The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalisation of the Regional Cooperation Framework (RCF) to reduce irregular migration in the Asia Pacific region. The RSO supports and strengthens practical cooperation on refugee protection and international migration, including human trafficking and smuggling, and other components of migration management. The RSO is co-managed by the Australian and Indonesian Governments.

2. RESPONSIBILITIES AND ACCOUNTABILITIES
Reporting to the RSO Coordinator for Communications, Capability and Enquiry, the Programme Manager will lead RSO’s engagement around network building, public communications, and events. The incumbent will work closely across all RSO programme areas to ensure RSO wide support for internal and external communications.
Deliverables:
- Lead the Networks and Events team to implement the RSO’s Communications and Engagement Strategy and supporting plans by working in conjunction with RSO staff and Bali Process Member States.
- Identify and conduct proactive communications and engagement activities with Bali Process Member States and RSO stakeholders.
- Manage and deliver RSO communication activities, events and informal Bali Process member gatherings including the Members Engagement Function, Constructive Dialogue and Border Forum. This should be guided through the RSO Forums & Engagement Strategy.
- Represent the RSO and actively participate in various forums such as roundtables, conferences, webinars, meetings and capacity building activities.
- Undertake research and liaison with RSO stakeholders to build RSO brand recognition and increase RSO social media followers through communications and engagement campaigns.
- Provide input and support the design of RSO publications and reports.
- Draft articles and news items for RSO as required.
- Manage the RSO Highlights, website, social media and other products as directed.
- Develop and maintain the RSO-Alumni Network in conjunction with other teams in the RSO.
- Maintain an RSO media monitoring services.
- Maintain and manage the RSO library, publication stocks and branded materials.
- Lead and support all RSO in-house design work, including photography and video production.
- Ensure all RSO templates, fonts and communications products are standardised, up to date, and are effectively and consistently utilised by staff by adherence to up-to-date RSO Style and Branding Guide.
- Strengthen and expand RSO’s social media footprint and impactful external stakeholder engagement.
- Protect and promote the RSO ‘brand’ ensuring appropriate recognition of our efforts is granted.
- Collaborate, develop and maintain cooperative relationships with other teams in the RSO, Bali Process Member States and other key stakeholders.
- Demonstrate and model a high level of ethics, accountability and personal integrity at all times.
- Perform other duties as may be assigned.
3. REQUIRED QUALIFICATION AND EXPERIENCE
Education:
- A bachelor’s degree or master’s (desirable) in a relevant field from an accredited academic institution with three years of relevant professional experience; or
- Eight years of relevant professional experience.
Experience:
- Demonstrated communications and engagement experience including knowledge of digital product development, strategy and management.
- Experience in project management and/or contract management including following necessary implementation rules and regulations.
- Demonstrated experience in achieving outcomes in a cross-cultural environment.
- Demonstrated experienced in engaging appropriately with stakeholders across a range of fields (Government, IO, NGO, Private Sector), including with senior level stakeholders.
Skills:

- Demonstrated experience leading a team.
Languages:
- Fluency in English (oral and written) is required.
- Knowledge of Thai, Indonesian, Burmese and Malay is desirable (but not essential).

Salary and conditions information:

The successful candidate will be engaged under an IOM contract working for the Regional Support Office and their conditions of service will be governed by their contract. The contract will include annual and sick leave only. The successful candidate is responsible for determining their taxation liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The successful candidate is responsible for determining their own pension fund arrangements.

The position duty station is Bangkok, Thailand. Relocation assistance and working visa assistance will be provided by the IOM for the successful candidate, if required.
