UNDP Rule of Law Programme in Pakistan is working to strengthen the rule of law and to ensure equal access to justice, particularly for women and marginalized groups across Pakistan in Khyber Pakhtunkhwa (KP) including the merged districts (MDs), Balochistan, Sindh, Gilgit Baltistan, and Islamabad Capital Territory (ICT). Working in close collaboration with a range of government, rule of law and justice sector institutions, the overall Programme of work aims to enhance and sustain peace and stability for the longer- term in Pakistan.
The overall Programme activities and interventions therefore directly correspond with the government of Pakistan’s strategies and commitments to rule of law and justice reforms as well as improving the efficiency and effectiveness of institutions to deliver accountable and affordable security and justice services to the public.
As such the Rule of Law Programme implementation is guided by the following four strategic objectives:
Against this backdrop, UNDP actions and interventions are aimed at restoring public confidence and service delivery in the formal justice and rule of law sectors through a range of initiatives i.e. policy development and reform, fostering justice and security sector governance, as well as oversight and accountability at an institutional level with emphasis on inclusive and gender-responsive programming. The overall engagement strategy, therefore, involves both federal and local levels. The Programme is implemented in partnership with the Judiciary, Police, Prosecution, Prisons, Probation and Reclamation, Bar Associations, Civil Society Organizations (CSOs) and the academia both at federal and provincial levels.
The Programme Manager (PM) will be responsible for the implementation and achievement of results, liaising closely with key government and rule of law counterparts at the federal and provincial level, donor agencies, UN agencies, and other international organizations throughout the implementation of the Programme. S/he will supervise the Rule of Law Programme team including Operations and Finance staff. The PM will also provide technical advisory support to key government counterparts and rule of law, security and justice sector institutions.
The Programme Manager (PM) will have the overall responsibility for strategic positioning of UNDP, providing policy advice to the Country Office on rule of law, security and justice sector issues and for Programme management. S/he will support donor coordination, resource mobilization efforts, and represent UNDP in technical forums on rule of law, security and justice. S/he will also be leading formulation, strategic direction, and evaluation of activities within the Rule of Law Programme and act as key focal point for major national and international stakeholders.
The Rule of Law Programme is placed within Democratic Governance Unit in the UNDP Country Office in Pakistan and the Programme Manager is expected to work closely with the DGU team.
DUTIES & RESPONSIBILITIES
The Programme Manager will report directly to the Deputy Resident Representative (DRR). S/he will also work closely with the Assistant Resident Representative (ARR) of DGU, which provides quality assurance support to the Rule of Law Programme.
The role entails direct supervision of a team of programme and operations and finance staff as well short -term consultants at different levels, based in Peshawar, Quetta, and Islamabad. The PM will be responsible for leading and managing the Programme development, implementation and achievement of key results as well as providing overall oversight and managing the Rule of Law Programme team, including a number of short-term consultants.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
