Programme Manager – Policy Research

Job purpose

The GICHD works to support the management and reduction of risks posed by explosive ordnance, as well as improved resilience of affected communities. The Policy Research Programme, which is part of the Division of External Relations, Policy and Cooperation Programme, works to strengthen the connections between explosive ordnance risk reduction and global agendas in response to the changing landscape of mine action, with the aim of ensuring better long-term outcomes for affected communities. ​The programme works collaboratively with partners, including donors and affected Governments, UN agencies, NGOs and the academia to provide evidence on the link between mine action and global agendas, including the protection of civilians, sustainable development and peacebuilding, and practical recommendations to enhance that link. The programme also provides support to work on multilateral processes, national strategies, standards development / review, operational management, information management, regional cooperation, and ammunition management.

The Policy Research Programme works to strengthen the connections between explosive ordnance risk reduction and global agendas in response to the changing landscape of mine action, with the aim of ensuring better long-term outcomes for affected communities. ​

The Programme Manager, Policy Research, is part of the Division of External Relations, Policy and Cooperation Programme. 

Key responsibilities

1. Develop and manage relevant programme/projects in accordance with agreed work plans, objectives, priorities, and resources and ensure that they contribute to GICHD’s subs-strategies.
2. Manage, develop, and actively guide team members to enhance their skills and capabilities and work to resolve any conflicts that might arise while driving an inclusive, accountable and respectful culture.
3. Ensure that programme/projects are delivered on time, within budget, and to the required level of quality, communicating any deviations promptly to the relevant parties.
4. Ensure programme staff comply with applicable donor agreements and GICHD rules and guidelines, including reporting on programme/projects. Prepare concept notes, project proposals, budgets and review financial reports for submission to auditors and donors as required by the Head of Division.
5. Manage programme/projects budgets, authorise expenditures, monitor project spending, manage grant allocations, forecast future expenditures in compliance with Internal rules, procedures and donor requirements.
6. Identify, evaluate, assess, mitigate and communicate risks throughout the programme/projects life-cycle and ensure the accuracy of results reported into the Results Based Management (RBM) system.
7. Negotiate and set objectives with external partners, in compliance with the GICHD’s decision making architecture.
8. Design, organise and convene seminars, meetings, assessments, workshops, and learning activities pertaining to capacity development of relevant partners. Represent GICHD at meetings, conferences, seminars and other events.
9. Lead, coordinate research work, and approve draft articles, issue briefs, case studies and other publications.
10. Oversee contracting and monitoring of external consultants and suppliers as per the GICHD’s procurement rules.
11. Coordinate and communicate internally across teams, programmes and divisions to promote synergies and deliver as one GICHD to ensure effective information dissemination.

Qualifications and professional experience

• Master’s degree in relevant field or equivalent
• At least 10 years experience in mine action/disarmament/humanitarian affairs/political affairs, diplomacy, multilateral issues or related fields
• Experience in leading teams and managing processes and projects
• Extensive experience in political outreach, facilitation, analysis, advice and reporting is required.

Knowledge, skills and competencies

• Fluency in English, both written and oral; fluency in an any other language spoken in Explosive Ordnance affected countries an advantage.
• Excellent project management, analytical, planning and organisational skills
• Effective and persuasive verbal, written and presentation skills.
• Excellent people skills and ability to work in multi-cultural settings with a wide range of stakeholders.
• Knowledge of UN agencies, relevant national authorities , NGOs and humanitarian organisations.
• Track record in applied research, data analytics, excellent English writing skills
• Project management experience strongly desired

 Travel requirements

• Expected to travel up to 25% of the working time including to countries affected by explosive ordnance, with low-medium-high risk environment.

Salary Information

Please note that the salary level for this role is between CHF 128’257.- and CHF 138’807.- yearly gross, subject to social security deductions and income tax.
