Summary of Responsibilities:
Reporting to the Director of Programmes, the Programme Manager (Prison Intervention) shall focus exclusively on the effective implementation of prison intervention related tasks under the programme. The person will provide programmatic, technical, and organisational development support for the prison intervention. The person will spearhead the development of result-oriented strategies and development of IEC materials for the awareness/sensitisation campaign and ensure demonstrable results are showcased in prison intervention.
The person will lead the planning of programme implementation and capacity building, advocacy activities, and promoting documentation of good practices in the programme. The person will also ensure synergy among various programme verticals at Alliance India, especially within various implementing tasks within the prison intervention. The position requires managing both direct and implementation through partner organisations across various geographical locations of programme intervention.
The position is expected to develop and maintain healthy relationships with national and state-level external stakeholders in government and other key non-governmental bodies to implement the programme effectively. The position will support senior management in developing strategies to create an enabling environment for the programme and the community.
Specific Responsibilities:
  • Responsible for the overall management and supervision of the prison intervention operational in the 11 states and union territories allocated to Alliance India under the Global Fund Grant.
  • Supervise and monitor the performance of the State Prison Program Managers based in the states as part of the direct implementation, as well as ensure the effective functioning of SR partner(s).
  • In consultation with the State Prison Program Managers will evolve methods to sensitise prisons and OCS inmates through customised peer-led awareness generation sessions (one-to-one, one-to-group) to ensure increasing awareness of holistic health of self, family, and community with a special focus on STI, HIV and TB among incarcerated populations.
  • Responsible for developing customised service delivery approaches and specific IEC material as per inmate typologies (long-term convicts, short-term convicts, undertrial)
  • Capacitate the partner organisations / State Prison Program Managers to – (a). Motivate inmates with high-risk behaviours to adopt harm reduction approaches through customised and sustained social and behavioural change communication. (b). Enable access and uptake of Opioid Substitution Therapy (OST) by People who inject Drugs (PWID) inmates by establishing Satellite OST Centres (S-OST) inside prisons and OCS high loads of PWID inmates. (c). Increase knowledge and ownership among prison authorities on prevention, testing, and treatment of STI, HIV, TB and Viral Hepatitis among incarcerated populations. (d). Sensitise prison and OCS officials using customised IEC materials and ensure their involvement in the intervention.
  • Responsible for creating an enabling environment through requisite policy changes and resource allocation by sustained advocacy with prison and OCS authorities.
  • Take proactive measures to scale up services inside prisons and OCS by advocating with State AIDS Control Societies (SACS), National Health Missions (NHM), and Ministry of Home Affairs (MHA) towards increasing funding allocation for prisons and OCS in their respective Annual Action Plans (AAP), and annual Project Implementation Plans (PIPs).
  • Increase the STI HIV and TB testing among incarcerated populations and take effective measures to improve the quality of life among incarcerated populations and partners.
  • Capacity development of the health care delivery system inside prisons and OCS for delivering HIV, TB, STI, and Viral Hepatitis services.
  • Capacitate the medical and para-medical staff of prison and OCS on delivering STI, HIV and TB services.
  • Establish STI, HIV and TB testing and treatment services [Stand Alone / Facility Integrated Counselling and Testing Centres (SA/F-ICTC), Link ART Centres (LAC), Satellite Opioid Substitution Therapy Centres (S-OST), Drug Deaddiction Centres (DDAC)], TB Screening and DOTS Centres inside prisons and OCS, and ensure the functional status of those facilities.
  • In coordination with the rest of the programme team members, ensure smooth coordination between Prison Coordinators and CSC Coordinators for an effective client referral mechanism.
  • Coordinate and manage the collation of reports from various state-based team members and support in preparing high-quality reports, ensuring timeliness.
  • Review and analyse programme reports (financial and narrative) from the SR/State team and provide feedback in consultation with the cluster team.
  • Enable robust working relationships and smooth coordination with the National AIDS Control Organisation and State AIDS Control Societies, prison authorities, women and child department, and other relevant and important stakeholders.
  • Assess the programmatic, organisational, and technical support needs of SRs and other relevant stakeholders and develop capacity-building plans; also review and evaluate the progress and impact of such activities and take corrective actions wherever required.
  • Contributing to developing tools and resources for Alliance India and SRs in programmes.
  • In collaboration with the rest of the programmes and grants management team, ensuring grant funds are effectively utilised against programme deliverables.
  • In collaboration with the line manager, contributing to programme learning to Alliance India’s communications and knowledge management initiatives, ensuring the communication of best practice recommendations are promoted within Alliance India and external organisations.
  • With the support of the Strategic Information team, initiating short studies, strategy assessments and documenting the same to support future programme planning.
  • Actively identify new areas of programme interventions and funding sources and develop concept notes, proposals, etc., for major bilateral/multilateral donors, private foundations, and trusts.
  • Strictly follow the organisational work plan and individual activity plan, ensuring adherence to quality and timeliness in required deliverables.
Education
  • Master’s degree in social sciences, Health or development field (or equivalent).
  • A Medical degree: and/or a doctorate in social sciences, health or development field will be an added advantage.
Experience
  • At least 8 to 10 years of progressively responsible management experience in the health, development, or other relevant sectors.
  • Extensive experience working on programmes related to prison intervention. Proven connections and networking experience with the targeted population.
  • Proven experience working in programmes on advocacy and awareness generation.
  • Experience in direct programme implementation and interface with vulnerable and marginalised populations.
  • Experience in the implementation of advocacy projects, ideally in HIV prevention, care & treatment for key populations.
  • Experience in partner management, including but not limited to contract management, delivery or targets, variance reporting, and budget monitoring.
  • Experience in providing technical support and capacity building for organisations.
  • In-depth knowledge of the HIV/AIDS donor environment, funding streams of institutions, and networks that are making a significant global response to HIV.
  • Proven experience in developing and writing technical proposals for bilateral/multilateral donors, private foundations, and trusts.
Essential Attributes:
  • Demonstrated knowledge and understanding of project management.
  • Sound understanding of NGO/CBO support principles in the context of key populations’ public health and human rights dimensions.
  • Commitment to FSW / LGBT / IDU rights and inclusion and rights-based responses to HIV and generally to the key populations affected by the epidemic.
  • Demonstrated knowledge and understanding of partnerships and/or donor environment, donor relations and reporting.
  • Skilled and experienced in managing the dynamics of different, valid perspectives.
  • Strong commitment to teamwork, collaboration, consensus building and negotiation.
  • Highly passionate about his/her work with strong community engagement skills.
  • Highly motivated self-starter with vision and ability to identify opportunities and drive change.
  • Emotionally mature, patient, persevering, diplomatic, tactful, and discreet.
  • People skills, able to navigate team dynamics, and promote resolution of conflict at the workplace.
  • Sensitive to Gender issues
  • Excellent writing and verbal communication skills.
  • Ability and willingness to undertake travel within India for an average of 30% of the time.
  • Fluent in English and Hindi.
Desirable qualities/experience/skills:
  • Good understanding of development issues and the HIV epidemic(s) in India.
  • Technical knowledge and expertise in Prevention, Care and Support
  • A good understanding of legal and ethical issues around HIV/AIDS/ KPs.
  • Involved in developing advocacy strategy at the district/state/regional/national level.
The position requires a strong commitment to HIV/AIDS and Sexual and Reproductive health and civil society initiatives in India and a demonstrated interest in engaging with relevant issues.
