UNDP continues to support the government in the implementation of development interventions aimed at meeting medium to long term goals enshrined in National and Subnational development plans as well as the Sustainable Development Goals. The goal of UNDP is to improve the lives of the people of Nigeria, especially the poorest and most vulnerable, and to ensure a future that offers equality, dignity, and opportunity for all. UNDP works in partnership with the federal Government of Nigeria, development partners, UN agencies, civil society and local communities to help identify local solutions to meet global and national development challenges through a range of interventions that combine UNDP’s expertise and comparative advantage in the areas of Governance & Peace Building, Inclusive growth and Sustainable Development.

Context

The Programme Management Support Unit (PMSU) is established in UNDP Nigeria Country Office to provide effective and efficient programme management advisory support services to senior management and to programme and operations Units. The PMSU acts as an oversight and quality assurance unit aiming to make the CO more accountable in terms of programme performance, management, monitoring and evaluation of results and programme financial resources.
The PMSU is responsible for developing and mainstreaming practical tools, frameworks, strategies, and approaches to promote effective and efficient programme/project planning, implementation, review, monitoring, evaluation, and reporting. The Unit monitors and analyses the programme financial resources for effective planning and utilisation according to the CO’s overall programme focus and priorities.
The Unit plays a key role in ensuring the compliance of the CO with corporate policies, rules and regulations and the alignment of the Country Programme to the UNDP Strategic Plan, United Nations Sustainable Development Cooperation Framework (UNSDCF), and changes in policy introduced at the corporate level. These tasks will in turn, facilitate the office’s ability to respond to the quickly changing development needs and enhance donor/stakeholder engagement, while maintaining high standards of operation based on corporate policies and procedures in an accountable manner.
Under the overall guidance of the Deputy Resident Representative Programme and the direct supervision of the Head, Programme Management Support Unit, the Programme Monitoring and Evaluation Associate is responsible for providing Result Based Management support to PMSU. The Programme Monitoring and Evaluation Associate promotes a client-oriented approach consistent with UNDP rules and regulations. The Programme Monitoring and Evaluation Associate works in close collaboration with the operations programme and programme teams in the CO and UNDP HQs staff for resolving complex programme-related issues and information delivery.

Task description

1. Provide effective support to the Country Office Results Based Management ensuring quality assurance of programme/project operations and result.
o Support programme/project management ensuring proper use of programme implementation modality.
o Contribute to Country Office Annual Work Plan (AWP) and Integrated Work Plan (IWP), process, programme and strategic planning processes within the framework of Results Based Management platform, monitors the completion and maintenance of the Integrated Work Plan (IWP), and
o Ensures that the programme/project management module on UNDP’s enterprise resource planning system are up to date.
o Support in facilitating quarterly and annual portfolio reviews to promote quality assurance to ensure substantive accountability for results.
o Advises management and programme staff on the status of results achieved common issues, constraints, and opportunities.
o Track project risk and alert the country office on issues affecting the achievement of results.
o Provides guidance on UNDP’s Programme and Operations Policies and Procedures.
2. Support the establishment of Monitoring & Evaluation system and its implementation in the Country Office:
o Support the development of the country office monitoring and evaluation plan.
o Contribute to drafting of Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews,
o Participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight
o Supports the implementation of the Country Office monitoring strategy to ensure that implementing partners are well-positioned to report on results achieved.
o Update country office outcome/output
indicators on relevant country office systems.
o Regularly update the Evaluation Resource Center (ERC) dashboard for the country office
o Ensure evaluation system in the CO is in compliance with the UNDP Evaluation Policy, guidelines, norms, and standards for evaluation in the UN system, ensuring organizational accountability.
o Track evaluation management actions and follows up on the implementation of evaluation recommendations.
o Participates in the planning, preparation, and management of thematic, country programme/project evaluations and other types of evaluations conducted in the Country Office.
o Support the promotion of evaluation standards, quality assurance/control and capacity development in the Country Office
o Organize evaluation missions for programme/project evaluations.
3. Support the establishment and maintenance of strategic partnerships, and timely reporting.
o Support the coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
o Review Letters of Agreement (LoAs), Responsible Parties (RPA) and Low Value Grants (LVGs)
o Participation in inter agency and donor meetings and represent UNDP in various forums as required.
o In collaboration with the communications and programme teams, support the development and design of Programme/Project briefs, presentations, and donor events to enhance the visibility of donors and UNDP’s Programmes/Projects among its existing and potential partners.
4. Support facilitation of knowledge management and sharing in the Country Office around Results Based Management systems and tools, promotes the use of evaluation findings, lessons and recommendations in planning, policy, programme and portfolio decision-making, focusing on achieving the following results:
o Support the dissemination of evaluation findings, lessons, and recommendations.
o Development and implementation of the CO knowledge management strategy including RBM tools, products, and initiatives to create, sustain and share knowledge.
o Organization of trainings for the operations/ projects staff on the units programming activities.
o Sound contributions to knowledge networks and communities of practice.
o Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
o Creation of systems; standards and tools, for codifying, organizing, and retrieving knowledge assets; Organizes periodic events for sharing knowledge on RBM tools.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Build relationships with a wide range of Community-Based Organizations (CBOs) and Civil Society Organizations (CSOs) to support and/or participate in community-driven voluntary activities; explore opportunities to empower civil society in order to enhance their participation in humanitarian planning and implementation, and make their voices heard at strategic level;
• Encourage, mobilize and support co-workers and fellow UN Volunteers to better understand the connections between the UNV programme’s engagement within UNDP and voluntary action;
• Contribute articles/write-ups/stories on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
