Therefore, Effective partnership management is essential for ensuring that resources are utilized as intended and results are achieved. UNICEF has adopted the Harmonized Approach to Cash Transfers (HACT) to obtain assurance that results have been achieved in line with resource utilization.
It aims to manage risk related to cash transfers made to implementing partners in support of programme implementation, reduce partner transaction costs, and allow progressive use of national systems for management and accountability of results and resources. This function will be located in the operations section of regional office (ROSA) and reports to the Risk and Compliance Manager. The post focuses on regional support to Country Office focal points for quality assurance and risk management in implementing partnerships.
The post will contribute to implementing and monitoring the HACT assurance activities conducted by the COs and providing required support and capacity building. Additionally, this position will support the COs in the technical aspect of e-tools and ensure the quality of the reports and entries, as well as eZHACT and FACE form administration. Partners, both government and CSO partners, to deliver results for children across the globe. Therefore, effective partnership management is essential for ensuring that resources are utilized as intended and results are achieved.
How can you make a difference?
Under the guidance of the Risk and Compliance Manager, you will:
Support in implementing partnership management:
- Support to the country offices in formalizing implementing partnerships with government, civil society organizations, and other implementing partners in line with relevant policies, procedures, and guidelines.
- Support in implementing HACT cash transfers in line with policy and procedure including and the DAPM solutions and DFAM Policy 5: Cash Disbursements Supplement 3-Cash Transfers (HACT).
- Support the COs in monitor the implementation of the CSO and HACT assurance activities.
Quality assurance:
- Contribute and support the COs in implementing the quality assurance strategies/processes for the performance of the partnerships.
- Assist the COs in implementing quality assurance strategies/processes to ensure that corporate terms of reference and guidance undertake HACT assessments and assurance activities and that appropriate follow-up action and escalation steps are taken as needed.
Analysis, monitoring, and reporting:
- Support in monitoring the cash transfer activities, paying particular attention to outstanding direct cash transfers for over six months.
- Provide support from the regional office level in using appropriate corporate tools and systems, including InSight and e-Tools, report on the implementation status of HACT identify high-risk areas requiring special attention.
- Support in the preparation of reports related to high-risk issues and highlight it the risk and compliance manager.
- Support in the digital solutions and systems, including capacity building
- Support in the roll out of digital solutions to the country office’s end users.
- Support includes the following solutions: eTools Core Modules, PRP (Partner Reporting Portal), ePD (Electronic Programme Document) FM (Field Monitoring) and work-planning in RAM, PSEA in UNPP as well as the ePD for Government, eZHACT and eFACE that is being developed.
- Support the RCM in the preparation and coordination for Training of Trainers and end-user training sessions and support the business analyst on troubleshooting and testing bug fixes and enhancements.
- Support users and service desk tickets for DAPM tech solutions and coordinate with ICTD and business owners to address enhancements and bug fixes.
Impact of Results:
- The effective support provided by the Programme Officer (Implementing Partnership Management & eTools) will result in better planning and effective implementation of the HACT activities, which will directly lead to quality program execution, delivery of sustainable results, and promotion of national ownership and accountability for programme resources

Minimum requirements:
Education:
- First university degree in one of the following fields is required: Development Studies, International Development, Business Administration, Financial Management, Economics, Auditing, Project/Programme Management, or another relevant technical field.
Work Experience:
- A minimum of one year of professional experience in one or more of the following areas is required: programme development/management, financial planning, and management, or another related area.
- Background/Formalities with emergency is considered an asset.
- Relevant experience in a UN system agency or organization is considered an asset.
Language Requirements:
- Fluency in English is required. Knowledge of another official UN language or the local language of the duty station is considered an asset.
