This position is in the Department of Operational Support (DOS), Division for Special Activities (DSA), Support Partnerships Service (SPS) Triangular Partnership Project (TPP). DOS was established to provide operational support to entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. DSA oversees a range of specialized or cross-cutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn. SPS coordinates and maintains bilateral and trilateral relationships with key partners, such as regional organizations, other United Nations actors and governments, for the receipt or provision of operational support from or to Secretariat entities. The TPP is one of the outcomes of the September 2014 Summit on UN Peacekeeping, and aims to enhance the Enabling Capabilities for peacekeeping. The TPP comprises of the United Nations, supporting Member States and Troop-Contributing Countries (TCCs). Under the overall supervision of the Chief, SPS/DSA, the incumbent reports to the Senior Programme Manager.

Responsibilities

Within delegated authority, the Programme Officer, Partnerships will be responsible for the following duties:

  • Supports the development of partnerships for the project with a wide range of UN and non-UN organizations, including member states, troop-contributing countries (TCCs), regional organizations and international financial institutions.
  • Helps ensure that key partnership priorities and activities are closely aligned with, and supportive of programme’s objectives, and major policy and reform initiatives of DOS and Departments of Peace Operations (DPO).
  • Develops, implements and evaluates assigned programmes/projects targeting uniformed peacekeepers, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Publicizes programme activities through social and traditional media.
  • Performs other duties as required.

Education

  • An Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics, international relations, law, public administration or a related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible experience in project or programme management, administration, international relations or related area is required.
  • Experience working with UN Member States, intergovernmental or governmental bodies is required.
  • Experience drafting formal correspondence in partnership programme development is desirable.
  • Experience in resource mobilization including the coordination and implementation of budget funding in partnership programme development is desirable.
  • Experience in the development of partnerships with the UN common system or other comparable international organizations is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official languages is desirable.
