Organizational Setting

The post is located in the Office of the Chief Economist at FAO headquarters in Rome, Italy.

Reporting Lines
The Programme Officer reports to the Chief Economist and works in close collaboration with the Divisions/Offices/Centres under his direct supervision and with other units and Decentralized Offices across the Organization.

Technical Focus
Provide technical, programming, outreach, knowledge management and partner liaison support and advice in line with the activities and objectives of the Chief Economist and issues related to food security, nutrition and agrifood systems transformation.

Key Results
Develops, implements and evaluates effective leadership and management of major projects and teams in accordance with Divisional/Office/Centre objectives and the FAO Strategic Framework.

Key Functions
• Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action; liaises with relevant parties; ensures follow-up action.
• Performs specific assignments in collaboration with the client, by planning and facilitating workshops, conducting interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyses and presents information gathered from diverse sources.
• Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies.
• Generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g. background papers, analyses, sections of reports and studies, inputs to publications.
• Provides substantive backstopping to consultative and other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations.
• Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities.
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget).

Specific Functions
• Supports effective internal and external outreach and advocacy activities, research and analyses and building partnerships.
• Promotes knowledge sharing and develops materials to support the outreach and expansion of the publications and priority initiatives and enhances cooperation approaches.
• Conceptualizes and implements outreach strategies to promote key activities, highlighting projects and programmes, best practices and lessons learned.
• Contributes to drafting and the production of knowledge products showcasing the impact of priority initiatives through an outreach lens.
• Conducts technical review and provides editorial support for the main publications and reports under the responsibility of the Chief Economist.
• Supports overseeing the Chief Economist Office’s information sharing platforms to foster increased collaboration with partners and facilitates access to knowledge materials.
• Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in international development, social science, journalism, political science or fields related to food security and nutrition.
• Seven years of relevant experience in public information, journalism, international relations and international development.
• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions, is desirable.
• Extent and relevance of experience in the field of outreach, editorial work, advocacy efforts for prominent organizations, particularly at the international level, including substantive experience in issues related to food security, nutrition and agrifood systems.
• Extent and relevance of experience in writing, drafting high-quality written materials for a wide variety of audiences.
• Understanding of FAO policies and programmes is considered a strong asset.
• Demonstrated ability to prepare outreach materials, review of technical documents and to contribute to drafting of publications.

  • Extension of fixed term appointments is based on certification of performance and availability of funds
