The Statistics Division (ESS) develops, and advocates for the implementation of methodologies and standards for data collection, validation, processing and analysis of food and agriculture statistics. In these statistical domains, it also plays a vital role in the compilation, processing and dissemination of internationally comparable data, and provides essential capacity building support to Member Nations. In addition, the Division disseminates many publications, working papers and statistical yearbooks, that cover agricultural and food security relevant statistics (including prices, investments, production, trade and agri-environmental statistical data). 
The position is located in the Statistics Division (ESS) and based at FAO headquarters in Rome, Italy.

Key Functions:

  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation;
  • Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;
  • Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.;
  • Prepares various written outputs, e.g. drafts background papers, analyses, sections of reports and studies, inputs to publications, etc.;
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities;
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
Specific Functions:
  • Assists in the preparation of the Division’s Work Plan, prepares Programme of Work and Budget (PWB) documents and reports, facilitates interactions with other Divisions on joint Organizational Outputs, and coordinates the compilation, analysis and monitoring of the Division’s results-based outputs in the Programme Planning, Implementation Reporting and Evaluation Support System (PIRES);
  • Develops and implements budgetary monitoring tools and processes to facilitate financial management and planning and provide assistance to budget holders in the preparation of Periodic Budgetary Reports for submission to the Office of Strategy, Planning and Resources Management (OSP);
  • Liaises with the Management Team and project task forces in work-planning exercises to inform appropriate budget planning and enhance implementation of activities;
  • Analyses administrative and financial data to inform Programme Management decision-making;
  • Liaises with and supports programme budget holders for effective budget planning, monitoring, revision and consistency with the overall Programme budget;
  • Liaises with the Management Team and project task forces in work-planning exercises to inform appropriate budget planning and ensure adherence with the FAO Strategic Framework;
  • Provides support in the application and use of FAO’s financial regulations, procedures and systems;
  • Provides resource mobilization assistance to ESS Management Team and project managers throughout FAO’s Project Cycle; project budget holders are provided with the correct information on project cycle procedures and processes in order to ensure adherence with operational and financial rules and regulations;
  • Provides support to ESS Management to enable compliance with corporate requirements in relation to Audit and Internal Controls;
  • Liaises closely with the Corporate Logistics and Operational Support Stream on financial and administrative procedures to ensure compliance within the Programme;
  • Performs other related duties as required.
Candidates Will Be Assessed Against The Following:

Minimum Requirements:

  • Advanced university degree in business administration or public administration, social science, political science, international development, international relations or a related field. 
  • Five years of relevant experience in project or programme management, administration or related area.
  • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).
Technical Functional Skills:
  • Work experience in more than one location or area of work, particularly in field positions.
  • Extent and relevance of experience in the field of administration, human resources, finance and management.
  • Extent and relevance of experience in programme/project formulation, analysis, planning and implementation.
  • Extent of knowledge of planning and budgetary processes and associated tools.
  • Understanding of FAO policies and programmes is considered a strong asset.
