It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. 

In line with the United Nations Sustainable Development Cooperation Framework (2023-2027), and the UN Women Nepal’s current Strategic Note (SN) 2023-2027, UN Women Nepal has identified “social norm change and gender based violence” and “gender responsive inclusive governance” as its key priorities highlighted in Outcome 1.2 “By 2027, more people, especially women, youth, children, and the most marginalized and poor, increasingly participate in and benefit from equitably improved quality social services at federal, provincial, and local levels” and Outcome 1.4 “By 2027, more people, especially women, youth, and the most marginalized and poor increasingly participate in and benefit from coordinated, inclusive, accessible, participatory, transparent, and gender-responsive governance, access to justice and human rights at federal, provincial, and local levels” respectively. At present, the Outcome 1.2 is merged with the Outcome 1.4 and the overall thematic area is now named at Gender Responsive Inclusive Governance (GRIG) Thematic Area.

Reporting to the Programme Specialist, the Programme Officer will be responsible for managing the assigned projects under the GRIG Thematic Area.

Duties and Responsibilities

Develop and manage the programme/project including grant management under the GRIG Thematic Area

  • Programme development, management, monitoring and reporting from the result-based management approach throughout the programme/project cycles under the GRIG Thematic Area;
  • Responsible for day-to-day management, administration and decision-making of assigned programmes/projects;
  • Responsible for strategic planning process for the project and ensures its implementation in accordance with the signed project/programme documents;
  • Responsible for ensuring that the assigned programme/project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost;
  • Provide direction and guidance to the relevant programme/project team(s)/ responsible party (ies);
  • Identify and obtain any support and advice required for the better management, planning and control of the programme/project;
  • Manage programme/projects appraisal and evaluation requirements;
  • Contribute to writing the quality donor and internal reports from the result-based management approach;
  • Design a grants giving mechanism following UN Women rules and regulations;
  • Lead the design of the Call for Proposal and its dissemination among networks, lead the selection of grantees following UN Women’s rules and regulations; and
  • Manage and monitor the partners implementing activities under grant modality

Provide capacity building support to UN Women Nepal Country Office (NCO) partners

  • Provide capacity strengthening to UN Women’s partners for the implementation, monitoring and reporting of the assigned programme/project on GRIG; and
  • Implement and monitor capacity building initiatives of assigned programme/project partners

Establish and strengthen strategic partnerships with key stakeholders from government, CSO (women’s network and groups), and development partners

  • Build and maintain alliances and strategic partnerships for strengthening GRIG; and
  • Build and maintain close liaisons with relevant government, UN agencies and other relevant actors , provide inputs to updates and briefs on country situation to be used by NCO, UN Women’s Regional Office and HQ;

Support the Thematic Area for the resource mobilization on GRIG

  • Support the GRIG Thematic Area for the resource mobilization by development of concept notes, project; documents, development of thematic and programmatic briefs, participating in internal and relevant external discussions/meetings; and
  • Research and analyze information on potential donors for resource mobilisation.

Manage and design the development of relevant knowledge products

  • Provide inputs to policy recommendations and guidance to strategic planning and positioning on GRIG; good practices and learnings from relevant programmes/projects;
  • Contribute to develop analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on GRIG related programmes/projects; and
  • Identify promising practices, technical expertise in GRIG related programmes/projects

Manage knowledge building and sharing

  • Identify and disseminate lessons learnt and good practices in collaboration with the NCO, ROAP and HQ;
  • Ensure technical skills and knowledge are shared within and among NCO
  • Other adhoc duties as and when required

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in gender studies, international relations, international development, sociology, international law or other relevant social science fields is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible experience in designing; managing; monitoring and reporting Governance related programmes/projects with a particular focus on gender; inclusion; women’s leadership and participation; social norm change; women’s access to justice;
  • Experience working with, and building partnerships with governments, donors and civil society organizations (women’s group/women rights organisations with intersecting identities);
  • Experience of managing grants with partners will be an added value;
  • Experience of writing quality donor reports with result based management approach; and
  • Experience working with the UN is an asset

Language Requirements:

  • Fluency in English and Nepali is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
