The Universal Health Coverage (UHC) communicable diseases department leads the work of the WHO Regional Office for the Eastern Mediterranean Region to prevent, control, eliminate and eradicate communicable diseases under the broader mandate of the organization to achieve universal health coverage, protect people from health emergencies and achieve healthier lifestyle. The IVP unit provides technical leadership and coordination in vaccine preventable diseases and immunization to achieve the programme’s objectives in partnership with United Nations agencies, the Global Polio Eradication Initiative [GPEI], donor institutions and Ministries of Health in Member States.

Duties:

  • Plan and coordinate the process for development of workplans for the IVP, including ensuring completeness and compliance with the Programme Monitoring and Evaluation (PME) guidelines and framework including accurate classifications, linkage/coding to corresponding deliverable and outputs, including mid-term and end of biennium programme budget performance assessment exercises.
  • Formulate general and specific budgetary estimates, management of funding allocations and awards, resolving mismatches, monitoring of implementation and preparation of financial analysis in close collaboration with PME and Budget in the regional and country offices.
  • Identify impediments to timely delivery, reasons for low implementation, and initiate necessary corrective measures to assure accountability, including reprogramming decisions.
  • Monitor bilateral and multilateral contributions from programme partners/stakeholders by maintaining estimated resource requirements and identify shortfalls and funding gaps.
  • Ensure all grants are monitored appropriately and that compliance of obligation with donor established criteria and specifications as indicated in the grant portfolio.
  • Facilitate the timely finalization and submission of financial reports in accordance with donor requirements and deadlines and in close collaboration with CRP donor reporting tracker and BFS regional awards teams.
  • Provide guidance to programme support staff on the tasks related to HR planning, budget financing, implementation monitoring and proper awards management in line with donors’ agreement.
  • Ensure smooth running of programme operations including travel, communications, and information technology needs of IVP staff and proper workflow among support staff and timely deliveries.
  • Provide a range of human resources [HR] services, including forecasting future funding needs, resourcing, recruitments, track and report on HR requirements against plans, status of IVP filled positions/vacancies, performance evaluations, in close collaboration with departmental HR focal point.
  • Manage procurement of goods and services as well as all necessary supplies required to support programme activities in coordination with LSP and HR. Ensure best value for money in procurement of goods and services practices in line with WHO rules.

Required Qualifications:

Education

Essential:

  • University degree in Management, Business Administration, Social Studies or any related discipline.

Experience

Essential:

  • 5 years of work experience working in programme management and operations/administration including international exposure and practical experience in monitoring multiple donors funded programme.

Skills:

  • Ability to coordinate and monitor all operational and financial aspects of the immunization programme in the EMR; ability to analyse financial data for the decision making of Unit Head, IVP. Knowledge of long-term strategic planning, budgeting, and programme management principles, understanding of complexities associated with management of funds for multiple donors funded programme. Ability to supervise, guide and encourage colleagues to work towards common goals, ability to find innovative and creative solutions, excellent inter-personal and communication skills.

  • Expert knowledge of English.
