Org. Setting and Reporting

  • This position is located within the Security Sector Reform (SSR) Unit in the Office of the Rule of Law and Security Institutions (OROLSI), Department of Peace Operations (DPO), United Nations Headquarters. The SSR Officer reports to the Chief of the SSR Unit, and/or his delegate. ea.

Responsibilities

Within delegated authority, the Programme Officer (Security Sector Reform) will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in research, knowledge, guidance and policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; works on partnerships; conducts education and training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Supports UN country presences on SSR as required. Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Collects and analyzes data, information and knowledge to identify trends or patterns, lessons learned or best practices, and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Coordinate responses to queries and requests for SSR support from UN peace operations and other UN entities.• Develops and manages the UN SSR Hub/knowledge management system and UN SSR Community/ies of Practice.
  • Supports the development and management of partnerships with entities engaged in SSR.
  • Supports delivery of the UN SSR website and social media platform/s.
  • Provides Secretariat services to the Inter-agency SSR Task Force.
  • Performs other duties as required.

Work implies frequent interaction with the following: Counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies, including in the context of the Inter-agency SSR Task Force.Representatives and officials in national governments, international and national organizations, consultants. Results Expected: Develops, implements, monitors and evaluates assigned programme/projects. Provides thorough, well reasoned written contributions, e.g., background papers, analysis, sections of reports and studies, inputs to publications, research, knowledge, guidance, policy, etc. Develops and maintains effective working relationships. Promulgate coherent policies, and consistent adherence to these by clients. Efficiently uses of resources.

Education

  • Advanced university degree (Master’s degree or equivalent) in security sector management, international relations, law, business administration, management, or a related field. A doctorate is desirable. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in project management, or related area is required. Previous experience in the development and implementation of SSR programmes/projects in post-conflict contexts is desirable. 2 years or more of experience in SSR research is desirable. Previous experience in SSR policy/guidance development and rollout is desirable. Previous research and policy/guidance experience in the area of security sector financing is desirable. Previous experience in developing knowledge products and managing communities of practice is desirable. Participation in a recognized SSR training course is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both oral and written English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
