The Mine Action Office in South Sudan is based in Juba and it supports the United Nations Mission in South Sudan (UNMISS) as well as the National Mine Action Authority (NMAA) in coordinating Mine Action activities in South Sudan. The program has been coordinating and providing quality assurance (QA) of all humanitarian mine action activities throughout South Sudan since 2004. UNMAS South Sudan’s’ current operations focus on hazardous area surveys, landmine and ERW clearance and destruction, route verification and clearance, emergency mitigation measures for improperly stored small arms and ammunition (SAA) (as required), Explosive Ordnance Risk Education for UN personnel, humanitarian partners and vulnerable groups, and data management.

Functional Responsibilities:
Under the direct supervision of the UNOPS Senior Programme Officer (SPO) and Head of Project Unit (HPU), the Public Information Officer will carry out the following functions: 

  • Support and assist the SPO and HPU to draft budgets and project proposals for new projects and extensions of ongoing projects as required.
  • Draft Programme Quarterly and Annual reports.
  • Support in drafting donor reports and funding proposals, including ad-hoc reports as required.
  • Draft periodic substantive reports for implementing partners against donor contributions, projects and activities.
  • Draft periodic financial reports to local authorities as required (if applicable).
  • Support the Senior Programme Officer in coordinating the development of the programme’s strategy plan.
  • Coordinate preparation of programme documents, including concept notes, proposals, and associated budgets and obtain approval before dissemination.
  • Prepare and provide editing support for high-quality summary and analytical reports including, but not limited to, substantive reports, financial agreements, factsheets …etc. Manage promotion of mine action on public information platforms (media, written, video, social media).
  • Organize conferences, symposiums and social events, issuing publications and preparing media materials.
  • Create, design and facilitate procurement processes for UNMAS South Sudan’s visibility. 
  • Provide technical support to strengthen UNMAS South Sudan’s communication strategy.
  • Coordinate and liaise with Public Information focal points at UNMAS HQ, UN partner organizations, UN Communication Group (UNCG), and other relevant departments/stakeholders.
  • Ensure quality of media products published by relevant stakeholders.
  • Lead the support of UNMAS South Sudan’s sub-offices through quality assurance in media products created internally and externally.
  • Oversee logistical and substantive support for visits of donors and other delegations.
  • Assist the HPU during donor visits, visits to embassies and presentations and visits to/by Mine Action stakeholders in-country.
  • Liaise with UN partner agencies and donors in mine action and stay abreast of potential funding and projects.
  • Attend inter-agency meetings and assist with any programme issues.
  • Provide programme information to partner agencies, non-governmental organizations and contractors and UN agencies.
  • Ensure that all Public Information work is undertaken in direct alignment with the Chief of Mine Action Programme’s strategic guidance and vision. 
  • Maintain documentation of decisions and actions taken on programme issues.
  • Actively engage in public information initiatives and maintain close working relationships with UN partner agencies, donors, international and national counterparts on public information activities.
  • Any other duties as requested and tasked by the Senior Programme Officer/Head of Project Unit.
Education/Experience/Language requirements:
Education:
  • Advanced University Degree (Master’s Degree or equivalent) with a minimum of 2 years of relevant experience OR
  • First level University degree (Bachelor’s Degree or equivalent) with a minimum of  4 years of relevant experience is required.
Experience:
  • Relevant experience is defined as experience in communications, public relations, press, media production, project management or related fields
  • Experience working with an international organization is desired.
  • Experience in project management is desired.
Language:
  • Fluency in English (speaking, writing and reading) is required.
  • Knowledge of any other UN official languages is an asset.
  • Fluency in one of the local languages is required.
