About Institute (UNU-IIGH)
UNU-International Institute for Global Health (UNU-IIGH) is one of 14 research and training Institutes that comprise the think tanks in the UNU system. UNU-IIGH was established in 2005 with the mission to advance evidence-based policy on key issues related to sustainable development and global health. UNU-IIGH aims to build knowledge and capacity for decision making by UN agencies, UN programmes and Member States towards the achievement of the Sustainable Development Goals. Leveraging its position within the UN, UNU-IIGH works with a network of academic, policy and civil society experts to serve as a platform for critical thinking and exchange of knowledge and tools for policy influence and consensus-building.
The Programme Officer will support the Director of UNU-IIGH in the overall management, coordination, and implementation of its activities, as well as in the programme and institutional development of the Institute.
Responsibilities
Under the overall supervision of the Director, the Programme Officer’s responsibilities will include, but not be limited to:
- Primary accountability for the management of projects and coordination of reporting timelines and outcomes;
- Lead on the implementation of UNU-IIGH’s monitoring and evaluation (M&E) strategy in collaboration with internal stakeholders;
- Advise the project teams in all stages of M&E and support them in implementing established and newly developed M&E processes, results frameworks, and M&E methodologies;
- Identification and sourcing of project resources including monitoring of agreements with external partners and funders;
- Establish systems to lead and manage project / programme teams with a focus on timely and efficient project delivery;
- Identify programmatic risks and establish effective controls and mitigation strategies;
- Ensure compliance of programmes with national and UN regulation;
- Coordination of reporting and contributions to other internal UNU processes, including the annual reports of UNU-IIGH;
- Provide regular analysis and tracking of key institutional metrics to the UNU-IIGH management team and feed such information to various institutional reports;
- Provide support in the strategic management of the programmes of the Institute such as drafting of project proposal, presentations, summaries and other documentation related to the work of the institute;
- Organize the meetings of the UNU-IIGH advisory board and manage all related documentation;
- Organize international seminars, conferences, training courses and other events; and
- Perform any other duties as may be required by supervisor
Key performance indicators
- Timely and quality delivery of operations and administrative services
- Timely, complete and accurate financial transactions/activities/documentation
- Timely and accurate advice on UN financial rules and regulations
- Timely and regular monitoring of financial resources management system and timely expenditure of financial resources
- Timely and accurate support to budget formulation and audits
- Timely and high quality of reports and document archives
- Timely and quality transaction and relationship with stakeholders such as government and donors
- Prompt and effective resolution to institutes’ queries related to routine finance, procurement, mission travel and asset management
- Timely and accurate execution of UNU system entries related to finance, travel, procurement and asset management
Qualifications
- Advanced university degree (Masters or equivalent) in public health, health policy, international development or other disciplines related to the mission or activities of the Institute.
- At least three (3) years of project management experience at progressively higher levels of responsibilities, preferably in an academic institution, research think-tank, international organization or NGO.
- Excellent communication skills, including writing, editing and preparing documents.
- Evidence of organizational skills, preferably in a research or higher education field.
- Ability to work in a multicultural environment
- Fluency in spoken and written English and proficiency in Bahasa Malaysia is highly desirable
- Knowledge of the United Nations and of its functions and activities.
- Experience of policy-focused research and publications.
- Strong IT skills and experience of MS Office software
- Knowledge of one of the other official languages of the United Nations
