The ILO Country Office of Addis Ababa covers five Eastern African countries namely, Ethiopia, Djibouti, Somalia, Sudan and South Sudan. The Country Office provides support to its constituents through developing a national framework programme called Decent work Country Programme (DWCP) that addresses country priorities identified by constituents in collaboration with ILO Country Office. As one of the countries covered by the CO-Addis Ababa, the constituents in Somalia prepared with the support of the ILO the DWCP for Somalia (2023-2025). 

Key duties and responsibilities:

  • Provide coordination and facilitation support to the consultation process aiming towards the establishment of a multi-stakeholder’s social dialogue platform on just transition and a gender balanced community-led committees, including the organization of inclusive national social dialogue around the just transition themes.
  • Provide coordination and facilitation support to the Federation of Somali Trade Unions (FESTU) in the project’s intervention of capacity strengthening of workers to promote just transitions with a focus on the charcoal industry and allied sectors in Somalia.
  • Provide coordination and facilitation support to the organization of inclusive national social dialogue around the just transition themes.
  • Support the process towards the development of a Just Transition Roadmap through a broad-based participatory policy dialogue in Mogadishu and the five Federal Member States.
  • Facilitate awareness raising and capacity building activities of ILO constituents and other stakeholders on environmental degradation and on the advocacy for incentive structures that encourage the adoption of greener energy alternatives.
  • Follow up and regularly monitor the situation in Somalia and update CO-Addis to respond to emerging political risks in time to enhance resilience and ensure risk mitigation measures are undertaken for the smooth implementation of the project interventions.
  • Review, verify and analyse information for preparation and maintenance of reports and records pertaining to activities of the RBSA project, including business plan and periodic reports, i.e. maintenance of filing or reference system for easy access to information and office organization.
  • Assist the CO Addis Ababa in facilitating efficient communication to and coordination of partners by preparing and following up all correspondence including the maintenance of updated mailing lists. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.
  • Monitor agreed schedules, organize and participate in relevant meetings with the Government and social partners in Somalia.
  • Actively participate in the organization of conferences, seminars, training workshops and meetings on behalf of the CO Addis Ababa in liaison with the ILO Team in Mogadishu; and take own initiative and perform work daily to facilitate the effective operations of the CO-Addis.
  • Ensure that administrative protocol is followed with other clusters and departments, regional and country offices as well as other agencies outside the ILO.
  • Monitor the efficiency and effectiveness of work methods and processes and make recommendations for improvements. Liaise closely with staff and managers to ensure effective and smooth service design and delivery, recommending improvements on interrelated processes.
  • Perform other relevant duties as assigned by the Supervisor.

Minimum requirements

Education

  • First-level university degree in social sciences, preferably in environmental studies or a related field relevant to the position.

Experience

  • At least two years of professional experience in an international development setting particularly in programmatic work.

Languages

  • Excellent command of English and very good knowledge of the local language.

Required competencies.

  • Knowledge of results-based planning and programme cycle; analytical skills.
  • Good computer application knowledge; good drafting skills; ability to communicate effectively orally and in writing; organizational skills and ability to work on own initiative and as a team member.
  • Ability to clarify information.
  • Ability to work on own initiative as well as a member of a team.
  • Ability to deal with people with tack and diplomacy. Practical working experience with ILO tripartite constituents, UN country team, donor partners and other stakeholders is an added advantage.
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitude.
  • Ability to supervise staff.
