Context
UNAIDS is supporting the Treatment Action Campaign (TAC) and other Africa-led civil society organizations across PEPFAR- and Global Fund-funded countries to form the Mkutano wa Africa coalition. The Mkutano wa Africa coalition will consolidate existing expertise on advocacy, strengthen the capacity of organizations and networks to do advocacy, and create a community of practice on how to advocate HIV and other pandemic preparedness and response. Collaboration with and building the advocacy capacity of civil society, communities of people living with HIV, key populations, young people and other most affected communities will be intentional on health advocacy, systems, responses and policies.
Task description
Within the delegated authority and under the supervision of the Senior Regional Adviser, Equality and
Rights for All, or his designated mandated representative(s), the UN Volunteer will work within the
Equality and Rights for All Practice Area to:
• Support the Treatment Action Campaign (TAC), as sub-recipient, to implement the grant agreement in accordance with UNAIDS rules and regulations and USAID Standard Provisions;
• Conduct regular meetings with the Treatment Action Campaign (TAC) to monitor areas of key donor compliance, financial management, and grant provisions;
• Develop and implement procedures for communicating all relevant information and reporting
requirements to the TAC;
• Conduct regular site visits and progress reviews to ensure compliance with all grant requirements;
• To ensure post-award administration processes, procedures and closeout requirements following UNAIDS and USAID rules and regulations;
• Documentation of compliance with all grant provisions and regulations throughout the project lifecycle.
• Meeting reports that outline discussions on donor compliance, financial management, and grant provisions.
• A compliance checklist developed and utilized during meetings to track adherence to donor requirements.
• Creation of a comprehensive communication plan that details information flow and reporting requirements to TAC;
• Development of a centralized reporting template to standardize communication of project updates and compliance status;
• Scheduled quarterly site visits with documented findings and recommendations for each visit, assessing compliance with grant requirements;
• Progress review reports that highlight key achievements, challenges, and areas needing attention, fostering accountability and improvement;
• Successful completion of the grant closeout process, including final financial reports and compliance documentation, ensuring all requirements are met before project closure;
• Development and implementation of briefing sessions for TAC staff on compliance, financial management, and reporting requirements to enhance their capacity to manage the grant effectively.
